Deputy Prime Minister Bui Thanh Son signed Decision No. 932/QD-TTg to establish a Working Group to review legal problems in implementing electricity projects, and direct and coordinate the completion of the draft Electricity Law (amended) and related laws (Working Group).
According to the above decision, the Head of the Working Group is Minister of Industry and Trade Nguyen Hong Dien.
Deputy Heads of the Working Group include: Chairman of Vietnam Electricity Group Dang Hoang An, Chairman of Vietnam Oil and Gas Group Le Manh Hung.
Working Group members are decided by the Group Leader.
The working group is responsible for reviewing legal problems arising in the implementation of electricity projects, directing and coordinating with the Drafting Committee to synthesize and complete the Electricity Law (amended) project, ensuring the best quality, and submitting it to the National Assembly for approval at the 8th Session (October 2024) according to the one-session process.
At the same time, it is proposed that the Ministry of Industry and Trade send a document and submission to the Ministry of Planning and Investment to add to the draft a Law amending many Laws on relevant contents in implementing electricity projects; ensuring that the draft laws have the best quality and feasibility, after the laws are promulgated, facilitating the implementation of electricity projects according to the planning and plans approved by the Prime Minister.
The working group directly reports to Deputy Prime Minister Bui Thanh Son for direction according to authority. Issues beyond the authority of the Deputy Prime Minister will be reported to the Prime Minister.
The working group mobilized its forces to participate according to assigned functions and tasks to research, draft, and amend the contents of the Electricity Law to ensure quality, feasibility, and suitability to the actual situation and future development of the industry.
The Working Group works according to the principle of democratic centralism, promoting the responsibility of the leader; the members of the Working Group work part-time.
The Head and Deputy Head of the Working Group use the seal of their ministry or agency in directing and performing tasks within the assigned scope of responsibility.
The Ministry of Industry and Trade is the standing agency of the Working Group, responsible for ensuring the working conditions of the Working Group, using its apparatus to organize the implementation of tasks to assist the Working Group, ensuring that the number of organizational units and staff is not increased.
