According to initial information, at 11:00 a.m. on September 10, a police officer from Ban Cai commune, Bac Ha district, while on a business trip passing by the Southeast Asia - Nam Luc Hydropower Plant, discovered a number of injured people helping each other out of the landslide site and reported the incident.
Immediately afterwards, this officer called the district police to report the incident.
By noon the same day, the survivors had moved to the Ban Cai commune infirmary for care and treatment of their injuries. There are currently 5 people suspected missing and 1 person seriously injured at the landslide site.
The initial cause was determined to be a large landslide from the mountainside that caused a large amount of rock and soil to flow down to the operating house of the Southeast Asia - Nam Luc Hydropower Plant, causing it to collapse.
According to the leader of Bac Ha district, the locality mobilized 60 people including soldiers, district police and militia from communes to the scene to focus on rescue and relief.
This afternoon (September 10), the Lao Cai Provincial Steering Committee for Disaster Prevention and Search and Rescue provided an inflatable boat to transport personnel and victims along the Chay River and a satellite phone for communication.
It is known that Nam Luc hydropower plant started construction on Nam Luc river in January 2018 and was completed and put into use at the end of 2020. The designed capacity is 24MW with 2 units.
