On October 26, the National Assembly spent the whole day discussing in groups the socio-economic development plan for 2024 and the forecast for 2025.
Speaking, Minister of Home Affairs Pham Thi Thanh Tra (Yen Bai delegation) said that we have to implement the socio-economic development goals and tasks for 2024 in an extremely difficult context to see the full efforts of the Central Government, the National Assembly, the Government and the entire political system.
According to the Minister, our country has achieved very positive and comprehensive results in socio-economic development. This is a year of synchronous and comprehensive development according to the resolutions set out.
In particular, the Minister emphasized that our country has controlled inflation very well when implementing salary reform. In 2023, our country increased the basic salary by 20.8%, and in 2024, from July 1, it will increase to 30% of the salary for cadres, civil servants, public employees and public sector workers. At the same time, our country also adjusted the pension and allowance regime for other subjects.
"It can be said that normally there would be very strong signs of price increases, but we have controlled inflation. This is the effort of the entire political system," the Minister said.
"We have recently implemented a salary policy. Despite such difficulties, the Government has allocated about VND700,000 billion in resources and by 2026, VND930,000 billion for salary adjustments, insurance subsidies, pension adjustments, and subsidies for meritorious people," the Minister said, emphasizing that this is a huge source of funding.
According to the Minister of Home Affairs, in practice, this issue is still inadequate. The competent authority has reported to the Politburo and has been given the policy that in the near future, some subjects with shortcomings such as administrative staff, teachers, and medical staff will be reviewed.
"We will conduct a comprehensive review to propose adjustments to allowances in accordance with the spirit of the Central Committee's resolution, especially the conclusions issued by the Politburo. In particular, special subjects must be given more attention to ensure a better life for them," the Minister emphasized.
Overall, the Minister said that the basic salary has been adjusted twice recently with an increase of 50.8% - this is a very large number, demonstrating great effort.
According to the Minister, Resolution 27 on salary policy reform will be evaluated by 2026, and then continue to be implemented accordingly.
Regarding the issue of whether to adjust the basic salary annually or not, the Minister said that this depends on the country's economic conditions. For now, it can be temporarily suspended in 2025, then adjusted for some subjects.
By 2026, we can continue to adjust to improve the lives of public sector wage earners to ensure they are compatible with job requirements in the new context.
Regarding the arrangement of administrative units at district and commune levels, this is a major policy, a difficult and sensitive issue, but recently many localities have made great efforts to implement it.
Of the 54 localities that are required to reorganize district and commune-level administrative units, 51 have done so. The remaining 3 localities, such as Binh Phuoc, Dien Bien, and Lai Chau, have factors that make them impossible to implement, related to the expansion of the administrative boundaries of the city (also known as urban) with a rural administrative unit to create a new development space, but do not meet the standards and conditions, so they must stop to continue to complete.
To date, the National Assembly Standing Committee has issued resolutions on the arrangement of administrative units of 38 localities. There are 13 remaining localities, of which 10 localities have had their dossiers received by the National Assembly Standing Committee.
