On August 23, the National Assembly discussed in the hall the draft Resolution of the National Assembly on mechanisms and policies applicable to the relocation of relics within the scope of the project to invest in the construction of the route connecting Gia Binh International Airport with Hanoi Capital, the section passing through Bac Ninh province and the project to build the Air Regiment barracks of the People's Police.
Speaking at the discussion session, delegate Nguyen Thi Suu (Delegation of National Assembly Deputies of Hue City), expressed her agreement with the necessity of issuing a Resolution of the National Assembly.
However, according to the delegate, to make this decision truly convincing, it is necessary to look at the issue from two sides. One side is strategic infrastructure projects of the future; the other side is historical relics carrying historical memories, beliefs and community identity.
According to delegate Nguyen Thi Suu, Dong Coi and Tam Son communal houses are both provincial-level historical and cultural relics of Bac Ninh.
Placed next to the values of Dinh is the scale and urgency of the projects. The Gia Binh International Airport connecting route project is identified as a part of the strategic infrastructure development requirements, which needs to be completed synchronously to serve the APEC 2027 Summit. The project to build the People's Police Air Regiment Barracks is associated with national defense and security requirements.
The appraisal agency assessed that the synchronous completion of Gia Binh International Airport and the connecting route is an urgent task, requiring very high progress. Therefore, these are not projects that can arbitrarily extend the progress.
I think that it is here that a special decision of the National Assembly is needed. The question is how to develop without losing the core values of heritage?" - the delegate expressed.
Speaking to explain and clarify the issue raised by National Assembly deputies, Member of the Party Central Committee, Minister of Culture, Sports and Tourism (MCST) Lam Thi Phuong Thanh said that the Government unanimously proposed applying the mechanism and policy of relocation to Dong Coi and Tam Son communal houses according to Article 2 of Resolution 256 of the National Assembly.
Regarding the Tan Tran Temple relic, the Government will direct the review and inspection of issues related to the Law on Belief and Religion and has not included this relic in the Resolution.
The Minister said that the Government will continue to receive and complete the dossier according to the opinions of the National Assembly deputies, especially focusing on the process of organizing the implementation of relevant legal regulations to maximally preserve and promote the value of relics.
Along with that, ensure publicity, transparency, objectivity, and consultation of people's opinions; only implement when truly necessary, without alternative measures to preserve on the spot; ensure harmony between preservation and development in accordance with the views of the Party, the State and the provisions of law.
According to the Minister, the goal is not only to relocate the location but also to ensure that the spirit, soul and values and goals of communal houses and temples associated with villages and communes, with the cultural and historical traditions of villages and communes and of the nation continue to be promoted at the new location.
