On May 2nd, the Ministry of Justice just publicly announced the Appraisal Dossier for the draft Resolution of the Government on government delegation of power, cutting down, and simplifying administrative procedures and business conditions.
In the draft Submission, the Ministry of Justice stated some results on reducing and simplifying administrative procedures and business conditions:
In 2025, the Government continues to issue a Program to cut and simplify administrative procedures related to production and business activities in 2025 and 2026 (Resolution No. 66/NQ-CP dated March 26, 2025).
Accordingly, the Prime Minister has issued 15 Decisions approving Plans to reduce administrative procedures and business conditions under the management scope of 14 Ministries, as a basis for implementing amendments and supplements to legal documents to reduce and simplify 3,085 administrative procedures/4,888 administrative procedures related to production and business activities (expected to reach 63.1%), and reduce 2,371/6,974 business conditions belonging to conditional business lines and occupations (expected to reach 33.9%).
As of April 15, 2026, ministries and sectors have implemented plans to simplify and proactively cut 292 administrative procedures, simplify 1,640 administrative procedures; cut 2,594/6,974 business conditions (reaching a rate of 37.2%); correspondingly reducing 30.9% of administrative procedure implementation time (about 27,704 days) and 38% of compliance costs (about 45.5 trillion VND).
Also according to the Ministry of Justice, in terms of purpose, the promulgation of the Resolution aims to ensure a complete institution of the Party's viewpoints, policies, and laws of the State on reducing and simplifying administrative procedures, business conditions, and conditional business lines according to Conclusion No. 18-KL/TW dated April 2, 2026 of the 14th Central Executive Committee on the Plan for socio-economic development, national finance and public debt borrowing and repayment, medium-term public investment for 5 years 2026 - 2030 associated with the implementation of the goal of striving for "double-digit" growth; immediately reducing and simplifying administrative procedures, business conditions, and conditional business lines in legal documents; Promoting decentralization and delegation of power associated with power control; creating a healthy, fair, transparent, equal, and favorable business environment for organizations and individuals; improving the effectiveness and efficiency of state management.
