Localities urgently arrange villages and residential groups before the deadline of June 30

Localities are urgently reviewing and developing plans to arrange villages and residential groups, and resolve regimes and policies for non-specialized workers.

On May 26, the Government issued Decree 185/2026 on the organization and operation of villages and residential groups and regimes and policies for non-specialized workers in villages and residential groups. In which, the Government increases the minimum scale of villages and residential groups nationwide, and localities must complete arrangement and merger before June 30.

In Thanh Hoa province, the whole province currently has 671/776 residential groups with less than 450 households and 3. 167/3. 575 villages and hamlets with less than 350 households.

According to the roadmap, communes and wards must complete the arrangement plan before May 26, complete the project development before June 5; organize to collect people's opinions before June 20 and submit it to the Commune People's Council for approval before June 25.

Thanh Hoa Provincial Department of Home Affairs is assigned to take the lead in developing a master plan for arranging villages and residential groups in the province, advising on new regulations on allowances, concurrent positions and related support regimes, and submitting them to the Provincial People's Council for consideration before June 30.

In Ninh Binh province, to ensure synchronous and timely implementation, the Provincial People's Committee has set out a roadmap with specific time milestones:

Before May 24, the Department of Home Affairs will complete the guidance for commune-level People's Committees to review and develop an expected plan, which includes a plan to consolidate personnel and resolve regimes for redundant officials.

Before May 27, the commune-level People's Committee will complete the review of the scale of households as a basis for developing arrangement plans.

Before May 28, the Department of Home Affairs advised the Provincial People's Committee to issue an official plan for synchronous implementation throughout the province.

From June 1 to June 6, localities send expected plans for the Department of Home Affairs to summarize and develop the overall plan for the whole province; submit to the Provincial Party Committee and People's Committee, the Provincial People's Committee reports to the Standing Committee and the Provincial Party Committee Standing Committee.

Before June 25, complete the guidance on building a detailed Project, organize to collect voters' opinions and submit it to the Commune People's Council for approval.

No later than June 30, 2026, the Department of Home Affairs will summarize all results and report to the Provincial People's Committee.

As required, the overall report on the province's implementation results will be completed and sent to the Central Government before July 5, 2026.

In Bac Ninh province, the Provincial Department of Home Affairs requested the Chairmen of the People's Committees of communes and wards to focus on reviewing criteria, the scale of households and assessing the actual situation of organization and operation of villages and residential groups in the area to develop arrangement plans according to regulations.

Localities send plans to the Department of Home Affairs (through the Government Construction Department) before May 28, 2026 for synthesis and reporting to competent authorities for consideration and decision.

The Department of Home Affairs of Bac Ninh province noted that for villages and residential groups that do not meet the criteria but have specific factors that cannot be arranged, the locality must report and explain the specific reasons.

At the same time, the process of developing the plan needs to ensure objectivity, democracy, create unity among Party committees and consensus among the people. Pay special attention to naming new villages and residential groups as well as using cultural and religious institutions after arrangement.

In Hai Phong City, all 114 communes, wards, and special zones in Hai Phong city have completed and sent plans to arrange villages and residential groups in the area to the Department of Home Affairs.

The whole city has 3,086 villages and residential groups (1,598 villages and 1,488 residential groups). Of which, 654 villages have 400 or more households and 316 residential groups have 550 or more households.

Thus, the whole city may have 2,116 villages and residential groups (944 villages and 1,772 residential groups) with household sizes that do not meet standards.

Localities have developed plans to arrange and reorganize many villages and residential groups that do not meet the conditions and standards for the scale of households with adjacent units that meet the standards for the scale of households.

Some villages and residential groups do not meet the standard conditions, but the locality proposes not to arrange them due to specific factors.
