This content is stated in Decree No. 185/2026/ND-CP of the Government stipulating the organization and operation of villages and residential groups and regimes and policies for non-specialized workers in villages and residential groups.
Article 10 of Decree No. 185/2026/ND-CP stipulates the standards of villages and residential groups.
Regarding the scale of households, in Hanoi and Ho Chi Minh City: Villages must have 500 households or more, residential groups must have 700 households or more.
In the midlands and mountainous areas of the North: Villages must have 150 or more households, residential groups must have 300 or more households.
In the Red River Delta region: Villages must have 400 or more households, residential groups must have 550 or more households;
In the North Central region: Villages must have 350 or more households, residential groups must have 450 or more households;
In the South Central Coast and Central Highlands: Villages must have 300 or more households, residential groups must have 450 or more households.
In the Southeast region: Villages must have 400 households or more, residential groups must have 550 households or more;
In the Mekong Delta region: Villages must have 400 or more households, residential groups must have 550 or more households.
In case the commune-level People's Council decides on the organization and use of names according to the provisions of Clause 4, Article 2 of this Decree, the standard of household size corresponding to the type of village or residential group according to the above regulations shall be applied.
Regarding the scale of households for villages and residential groups with specific factors, for villages and residential groups in mountainous areas, communes in ethnic minority areas, particularly difficult villages, villages in areas with complex dividing terrain, difficult traffic, and scattered population; villages and residential groups in border areas, islands or belonging to areas planned for site clearance, migration, and resettlement; villages and residential groups located isolated on islands, islets, and riverbanks, the scale of households may be lower than regulations.
Provincial-level People's Committees shall specifically guide villages and residential groups in specific cases specified in point a of this clause, ensuring compliance with the actual conditions of the locality, local management requirements, organization of community activities, stability and community cohesion, meeting the requirements of ensuring national defense, security and protecting territorial sovereignty.
Article 12 of the decree stipulates the order, procedures, dossiers for establishing, arranging, and reorganizing villages and residential groups. Based on the principles of establishing, arranging, and reorganizing villages and residential groups; standards of villages and residential groups according to the provisions of this Decree and the guidance of the Provincial People's Committee and the Commune People's Committee, develop a Project on establishing, arranging, and reorganizing villages and residential groups to submit to the People's Council of the same level for consideration and decision.
The commune-level People's Committee is responsible for organizing the collection of people's opinions on the project to establish, arrange, and reorganize villages and residential groups in appropriate forms according to the provisions of law on implementing democracy at the grassroots level; summarizing, receiving, and fully explaining the opinions of the people to complete the dossier to submit to the commune-level People's Council for consideration and decision.
