Decree No. 61/2026/ND-CP of the Government just issued and effective from April 1st has clearly stipulated the process of collecting and using data collected from means and technical equipment provided by individuals and organizations to detect administrative violations through the following forms:
- Directly go to the headquarters of the agency or unit of the competent person or the scene of the incident to provide information or another location decided by the competent person;
- E-mail, electronic information portal, electronic information page, national identification application (VNeID) and other applications on mobile devices, officially announced hotline phone numbers;
- Postal services;
- Connecting and sharing data through digital platforms or integrated systems, sharing data according to the provisions of law.
Agencies and units receiving and collecting data reflecting administrative violations of road and railway traffic order and safety: Traffic Police (CSGT), Mobile Police, Order Police, Rapid Response Police, Administrative Management Police for Social Order, People's Police Inspectorate (CAND), Commune-level Police, People's Committees at all levels (Provincial People's Committees, Commune-level People's Committees).
Agencies and units receiving and collecting data reflecting administrative violations of inland waterway traffic order and safety: Traffic Police, Administrative Management Police for Order and Social Affairs, People's Police Inspectorate, Commune-level Police; Border Guards, Vietnam Coast Guard; Inland Waterway Port Authority; Vietnam Maritime Inspectorate, Maritime Port Authority; People's Committees at all levels.
Agencies and units receiving and collecting data reflecting administrative violations of maritime traffic order and safety: Inspectorate of the Vietnam Maritime and Waterway Administration; Border Guards, Vietnam Coast Guard; Fisheries Resources Surveillance; Traffic Police, Commune Police; People's Committees at all levels.
Agencies receiving and collecting data reflecting administrative violations of aviation traffic order and safety: Civil Aviation Authority of Vietnam, Vietnam Aviation Inspectorate; Airport Authority; Immigration Management, People's Police Inspectorate, Commune-level Police, Police Station; People's Committees at all levels.
Agencies receiving and collecting data reflecting administrative violations on environmental protection: Environmental Crime Prevention Police, Traffic Police, Immigration Management, People's Police Inspectorate, Commune-level Police; Inspectorate of the Vietnam Maritime and Waterway Administration; Border Guards, Vietnam Coast Guard; Customs; Market Management; Forest Protection; People's Committees at all levels.
Agencies receiving and collecting data reflecting administrative violations on drug prevention and control: Drug crime investigation police, traffic police, crime investigation police on social order, mobile police, order police, rapid response police, administrative management police on social order, People's Police Inspectorate, commune-level police; Border Guards, Vietnam Coast Guard; Customs; People's Committees at all levels.
Agencies receiving and collecting data reflecting administrative violations on preventing and combating the harmful effects of alcohol and beer: Traffic Police, Administrative Management Police for Social Order, Mobile Police, Order Police, Rapid Response Police, Criminal Police for Social Order, Criminal Police for Corruption, Economic, Smuggling, Commune-level Police; Border Guards, Vietnam Coast Guard; Market Management; Customs; People's Committees at all levels.
