From July 1, 2026, the 2025 Law on Network Security officially takes effect. This Law stipulates network security, network security protection; rights, obligations, and responsibilities of relevant agencies, organizations, and individuals.
Notably, many prohibited cybersecurity acts are clearly stipulated in the law. In which, it is strictly forbidden to post and disseminate information with the following content in cyberspace:
Prohibit propaganda that distorts and defames the people's government; psychological warfare, inciting war of aggression, division, causing hatred between ethnic groups, religions and peoples of countries; insulting ethnic groups, national flags, national emblems, national anthems, great men, leaders, famous people, national heroes.
It is forbidden to fabricate, slander, false information, infringe upon the dignity, honor, and reputation of others or cause damage to the legitimate rights and interests of other agencies, organizations, and individuals.
Ban the dissemination of false information causing panic among the people, causing damage to socio-economic activities, causing difficulties for the normal operation of state agencies or public officials, infringing upon the legitimate rights and interests of other agencies, organizations, and individuals.
Faux and untrue information about products, goods, money, bonds, promissory notes, bonds, checks and other valuable papers; fabricated and untrue information in the fields of finance, banking, e-commerce, multi-level marketing, and securities.
It is forbidden to call, mobilize, incite, threaten, or lure crowds to cause disturbances, resist law enforcement officers, or obstruct the activities of agencies and organizations, causing instability in security and order.
The law also strictly prohibits the appropriation, purchase, sale, seizure, intentional disclosure of information belonging to state secrets, working secrets, business secrets; appropriation, purchase, sale, seizure, intentional disclosure of personal secrets, family secrets and private life affecting the honor, prestige, dignity, rights and legitimate interests of agencies, organizations, and individuals.
Intentionally eavesdropping, illegally recording audio and video of conversations in cyberspace; disclosing information about civil cryptography products, information about customers legally using civil cryptography products; using and trading civil cryptography products of unknown origin.
Prostitution activities, social evils, human trafficking, human body parts; propaganda of pornographic and depraved cultural products; inciting and promoting violence, depraved lifestyles, deviations from standards, destroying ethnic customs and traditions, social ethics, and community health.
Fraudulent appropriation of property; organizing gambling, online gambling; stealing international telecommunications charges on the Internet; propagating, advertising, buying and selling goods and services on prohibited lists according to the provisions of law; violating copyright and intellectual property in cyberspace.
Forging, circulating, stealing, buying, selling, collecting, and illegally exchanging credit card information, bank account information, encrypted assets, digital assets of others; issuing, providing, and illegally using means of payment; forging documents of agencies and organizations.
