Responsible before the law for the accuracy of dossiers
Lao Dong Newspaper has just published a series of articles reflecting on the Hesco Trade Center - Office - High-rise Apartment Project (Hesco project, address at 135 Tran Phu, Ha Dong ward, Hanoi) building a wastewater treatment plant that does not ensure a safe environmental distance.
The investor of this project is the Joint Venture of Irrigation Equipment Joint Stock Company and Thang Long Vietnam Housing and Urban Development Group Joint Stock Company.
On June 25, the Economic, Infrastructure and Urban Department of Ha Dong ward sent a document to Lao Dong Newspaper to respond to the reflection related to the project.
Accordingly, performing the state management function in the area, the Economic, Infrastructure and Urban Department of Ha Dong ward conducted an inspection of the current status of the Hesco Project on June 2nd and June 18th, 2026.
On June 2, 2026, the inspection team recorded construction activities of technical infrastructure items in the area behind the project. According to the investor's report at the time of inspection, this location is expected to arrange a wastewater treatment plant to serve project operation.

To ensure the project implementation complies with the provisions of law on construction, planning, environmental protection and related regulations, the Economic, Infrastructure and Urban Department has requested the investor to temporarily suspend the construction of the above item to review the dossier and implementation conditions; and at the same time review and complete relevant legal documents and contact competent specialized agencies for guidance before continuing to implement.
On June 18, the Economic, Infrastructure and Urban Department continued to inspect the current status of the project to assess the implementation of the requirements of state management agencies.
At the inspection, the investor provided Document No. 12324/SXD-QLXD dated June 8, 2026 of the Hanoi Department of Construction on guiding the adjustment of some contents under the Hesco project.
According to the content of the document, some proposed adjustments still ensure the approved construction planning indicators and parameters on land use indicators, construction boundaries, architectural space management, urban design and planning standards; the decision to adjust is under the authority and responsibility of the investor according to regulations.
The investor also provided an explanatory report on the legal basis related to the arrangement of groundwater tanks and the implementation of technical infrastructure items under the project. According to dossiers and documents provided by the investor at the time of inspection, the investor reported that the area previously planned to arrange wastewater treatment works has been adjusted to a clean water tank item to serve the operation needs of the project.

Based on the dossiers and documents provided, the Inspection Team requested the investor to continue to review and complete the dossiers fully according to regulations; strictly comply with the guidance contents of the Hanoi Department of Construction and relevant legal regulations in the project implementation process.
The investor is responsible before the law for the accuracy, completeness, and legality of the submitted dossiers and documents as well as the organization of project implementation in accordance with current regulations" - the document of the Economic, Infrastructure and Urban Department of Ha Dong ward stated.
Will be handled if construction is not in accordance with the contents instructed and approved
The Economic, Infrastructure and Urban Department of Ha Dong ward said that it will continue to monitor, inspect, and supervise the project implementation process.
In case of detecting construction not in accordance with the content guided and approved by competent authorities or with violations, the Economic, Infrastructure and Urban Department will advise the Ha Dong Ward People's Committee to handle or propose competent authorities to handle according to the provisions of law.

Exchanging information reflected related to the Hesco project, the Hanoi Department of Construction said that for some adjusted contents under the project, the Department of Construction has instructed the Investor to implement in document No. 12324/SXD-QLXD dated June 8, 2026, this implementation must still comply with the steps according to current legal regulations.
The guiding document is not a legal basis for deploying construction, the investor needs to complete the dossier to ensure conditions for construction" - the document of the Hanoi Department of Construction clearly stated.
The Department of Construction also said that after the inspection contents of the Ward-level People's Committee, if there is a request, the specialized department for construction inspection of the Department of Construction will coordinate to verify and propose a plan to handle and report to competent authorities for the violating contents of the investor.
Thus, in the land strip adjacent to houses of households in alley 131 Tran Phu (Ha Dong), the item that the investor previously reported planned to arrange wastewater treatment works has been explained to be adjusted to a clean water tank.
According to Document No. 12324/SXD-QLXD of the Hanoi Department of Construction, some contents proposed for adjustment still ensure the approved construction planning indicators and parameters; the decision to adjust is under the authority and responsibility of the investor according to regulations.
To date, the location of the wastewater treatment plant of the project after adjustment has not been specifically informed by functional agencies.
Households in alley 131 Tran Phu - those who previously reflected concerns about the plan to place a wastewater treatment station close to residential areas - said they will continue to monitor the project implementation process and the handling of functional agencies.
