On April 29, the Ministry of Justice - the Standing Agency of the Steering Committee for the General Review of the system of legal normative documents (VBQPPL) organized a Training Conference to deploy the task of general review of the VBQPPL system, in the form of direct combined with online at 34 bridge points of the Provincial and City People's Committees and 3,321 commune-level bridge points.
Speaking at the opening of the Conference from the Central bridge point at the National Assembly House, Deputy Minister of Justice Nguyen Thanh Tinh, Member of the Steering Committee, stated clearly that the Conference was organized on a national scale, with nearly 10,000 officials, civil servants, and public employees attending. This can be said to be the full presence of the subjects directly participating in the implementation of the task of general reviewing the legal documents system.
The Deputy Minister of Justice said that the Resolution of the 14th Party Congress and the following orientations continue to affirm that the institution is one of the three strategic breakthroughs, and at the same time set out increasingly specific and clear requirements on the quality of building and perfecting the legal system.
In the context of simultaneously deploying many major tasks on perfecting institutions according to Resolutions and Conclusions of the Central Government, this general review is an important milestone, a fundamentally meaningful starting step to implement the goal of perfecting institutions - a key strategic breakthrough.
The requirements of this general review are very high and substantive. Not only stopping at reviewing current regulations, but also comprehensively assessing the current situation of the legal system: clearly pointing out regulations that are still contradictory and overlapping; contents that are no longer suitable for practice; legal loopholes that have not been adjusted in time for new social relations, especially issues related to human rights, citizen rights and socio-economic development requirements in the new period.
Specifically, through this general review, we must answer two big questions: First, where does the legal system need to be amended and improved, according to what roadmap? Second, are the difficulties and obstacles in practice due to legal regulations or due to the organizational implementation stage? This is also the consistent requirement of the Central Government, in order to correctly identify the causes to have breakthrough solutions in improving the legal system according to the new structure" - Deputy Minister of Justice emphasized.
Sharing the time to deploy tasks is very urgent, the Deputy Minister of Justice said that according to the plan, no later than July 10, localities must send initial reports to the Steering Committee through the Ministry of Justice.
Concluding the conference, Director of the Department of Document Inspection and Law Enforcement (Ministry of Justice) Ho Quang Huy - Deputy Head of the Working Group of the Steering Committee requested localities to continue to fully and seriously grasp the meaning and importance of the task of conducting a general review of the VBQPPL system; closely follow the documents and telegrams of the Steering Committee and Government leaders to organize the urgent implementation of the task.
