On April 27, according to PV's investigation, Cao Bang Provincial People's Committee has just issued a plan to deploy a general review of the system of legal normative documents in the area, with the requirement to implement synchronously, comprehensively and ensure progress.
This is considered an important step to standardize, systematize and improve the quality of the legal system in the locality.
Accordingly, the review will not only stop at statistics and classification but also aims to clarify inadequacies, overlaps, and contradictions in current regulations.
On that basis, functional agencies will propose to amend, supplement or abolish documents that are no longer suitable for development practices.
The Provincial People's Committee requests heads of departments, agencies, branches and grassroots authorities to directly direct and be responsible for the implementation results.
At the same time, emphasizing inter-sectoral coordination and the participation of experts, scientists, and the business community to ensure the objectivity and substance of the review process.
Notably, Cao Bang sets a goal to promote the application of digital technology and artificial intelligence (AI) in document review activities.
The Department of Science and Technology is assigned to preside over the research and implementation of solutions to support the analysis and comparison of legal data, while the Department of Justice is responsible for building an online reporting system, and at the same time continuing to standardize and update the legal database.
Regarding the roadmap, agencies and units must complete the development of the review plan before April 30, 2026; preliminary reports should be sent to the Department of Justice before June 25 and official reports before November 3.
On that basis, the Department of Justice will summarize and advise the Provincial People's Committee to report according to regulations, ensuring the overall progress.
This general review is expected not only to contribute to perfecting the local legal system but also to create a foundation to promote administrative reform, improve the effectiveness and efficiency of state management.
