Government agrees to seek opinions on land rent reduction in 2024

The Government resolved to agree to submit to the National Assembly Standing Committee for comments on reducing land rent in 2024.

The Government has just issued Resolution No. 31/NQ-CP dated February 12, 2025 on submitting to the National Assembly Standing Committee for comments on reducing land rent in 2024 and issuing a Government Decree regulating the reduction of land rent in 2024.

The Government resolved to agree to submit to the National Assembly Standing Committee for comments on the reduction of land rent in 2024 and issue a Government Decree regulating the reduction of land rent in 2024 as submitted by the Ministry of Finance in the Submission to the Government and Prime Minister No. 405/TTr-BTC dated December 27, 2024 and the attached related documents.

The Government assigned the Minister of Finance, authorized by the Prime Minister, to sign on behalf of the Government the Government's Submission to the National Assembly Standing Committee on seeking opinions on the reduction of land rent in 2024 and to issue a Government Decree regulating the reduction of land rent in 2024.

To overcome difficulties caused by the impact of the COVID-19 pandemic and contribute to the recovery and development of the socio-economy, implementing the Resolution of the National Assembly and the Government, the Ministry of Finance has recently submitted to the Prime Minister decisions to reduce land rent payable in 2020, 2021, 2022 for enterprises, organizations, households and individuals who are being leased land by the State annually and affected by the COVID-19 pandemic and a decision to reduce land rent in 2023 to promote production and business activities.

According to a report from the General Department of Taxation, the amount of land and water surface rent reduced according to the Prime Minister's decisions in 2020 is 2,890 billion VND; in 2021, 2022, 2023, it is an average of 3,734 billion VND/year, contributing to supporting businesses, organizations, units, households and individuals in overcoming difficulties caused by the impact of the COVID-19 pandemic so that production and business activities can be restored soon.

In 2024, according to a report from the General Statistics Office, the world economy in the first 6 months of the year continued to face many risks. In addition, the frequency and severity of natural disasters have increased over time and will continue to increase due to climate change, which threatens food security, energy security, and social instability. In particular, Typhoon Yagi directly hit some northern provinces, causing very heavy damage to organizations and individuals in the localities where the storm passed.

Faced with this situation, in order to have more resources to support businesses and people to cope with difficulties and challenges in the coming time; at the same time, to promptly support localities affected by Storm No. 3 Yagi, and to prepare for natural disaster scenarios that may affect many localities across the country; the Ministry of Finance submitted to the Government a Decree regulating the reduction of land rent in 2024 after receiving the approval of the National Assembly Standing Committee.

Previously, when soliciting comments on the Draft Decree of the Government regulating the reduction of land rent for 2024, the Ministry of Finance proposed 2 options: Reduce 15% or 30% of land rent payable for 2024 for land lessees.
