On July 8, Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong signed a document reporting to the Standing Committee of the Party Committee of the Ho Chi Minh City People's Committee on the initial handling results of citizens' feedback related to Vien Ngoc Phuong Nam apartment building ( Chanh Hung ward) and Tan Hong Ngoc apartment building (Phu Thanh ward).
Previously, Standing Deputy Secretary of the Ho Chi Minh City Party Committee Nguyen Thanh Nghi received a text message via phone from the people reflecting on two incidents related to the above apartments.
At Tan Hong Ngoc apartment building, residents reported that the Management Board had " roomwork" behavior, arbitrarily cutting the elevator cards of many apartments without consulting with residents, causing outrage in the community. This problem has been reported by local people many times but has not been completely resolved.
At Vien Ngoc Phuong Nam apartment building, residents reported that since the apartment building was put into operation in 2016, it has not been fully accepted and a Management Board has not been established. Residents said that the investor showed signs of overusing power, while the local government was "inactive", causing them to "call for help for 9 years" without being completely resolved.
After receiving the information, the Standing Committee of the Ho Chi Minh City People's Committee assigned Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong to direct relevant agencies to urgently review and handle the case; at the same time, advise on solutions to remove similar problems in other apartment buildings in the city.

The Ho Chi Minh City People's Committee said that recently, it has issued many documents requesting the Department of Construction, the People's Committee of Tan Phu District and the People's Committee of District 8 (old) to handle the reflections.
Up to now, the Department of Construction has sent a report to the Ho Chi Minh City People's Committee. However, the Ho Chi Minh City People's Committee has not yet received a report on the results of handling information reflection from the People's Committee of Phu Thanh Ward (old Tan Phu District People's Committee) and the People's Committee of Chanh Hung Ward (old District 8 People's Committee).
Based on the proposal of the Department of Construction in Official Dispatch No. 4645/SXD-TT dated June 30, 2025, the Ho Chi Minh City People's Committee continues to direct as follows:
For Tan Hong Ngoc apartment building, Phu Thanh Ward People's Committee is assigned to continue to inspect, monitor and completely handle residents' complaints related to the management and use of apartment buildings. The handling must be based on the instructions in Official Dispatch No. 4349/UBND-DT dated June 14, 2025 of the Chairman of the Ho Chi Minh City People's Committee; report the results to the Ho Chi Minh City People's Committee (through the Department of Construction) before July 15, 2025.
For Vien Ngoc Phuong Nam apartment building, the People's Committee of Chanh Hung ward must urgently handle the reflections of residents, especially related to the delay in establishing the Management Board and completing the project.
At the same time, the Ward People's Committee must have an assessment of the suitability of the violating area compared to the approved 1/500 and 1/2000 scale planning, as a basis for advisory handling according to regulations. The completion date is before July 15, 2025.
For the Ho Chi Minh City Department of Construction, it is responsible for monitoring and urging the implementation of the direction of the Ho Chi Minh City People's Committee; at the same time, urgently and thoroughly handling the violating construction part according to the provisions of Article 84 of Decree No. 16/2022/ND-CP after receiving comments from the People's Committee of Chanh Hung Ward on the planning compliance for the violating area. The deadline for implementation is before August 15, 2025.
