The Decree applies to national security industrial complex, components of national security industrial complex; agencies, organizations, and individuals related to national security industrial complex.
The Decree stipulates that the national security industrial complex has the following functions and tasks:
Research, application of science, technology, design, manufacture, testing, production, completion, supply, repair, renovation, improvement, modernization of industrial security products and services as prescribed in Clause 2, Article 45a of the Law on National Defense, Security and Industrial Mobilization Industry.
Based on the actual situation, requirements, and tasks of developing security industry and ensuring security and order, the Minister of Public Security decides on a list of specific products and services belonging to the groups of products and services specified in point a, clause 2, Article 45a of the Law on National Defense Industry, Security and Industrial Mobilization; periodically annually or unexpectedly consider adjustments and supplements.
Research and master strategic technology, foundation technology, core technology, and dual-use technology; transfer and receive technology transfer to serve the development of security industry products and services.
Mobilize maximum resources from the State, organizations, businesses and individuals to participate in the development of the security industry.
In which, building and applying preferential mechanisms and policies to attract, train, foster and use high-quality human resources at home and abroad to improve research capacity, application of science and technology, design, manufacturing, testing, production, completion, supply, repair, renovation, improvement, modernization of security industry products and services;
Effectively use the state budget, the Security Industry Development Investment Fund and capital from financial institutions, businesses of economic sectors and international organizations;
Implement receiving technology transfer and human resource support from domestic and foreign organizations and individuals;
Build, receive and effectively use security industrial parks, dual-use security industrial parks, laboratories, infrastructure systems invested by the State or supported by organizations, businesses, and individuals to perform the tasks of the national security industrial complex;
Research, produce, and provide industrial security products and services to serve the needs of the People's Public Security Forces, agencies, organizations, businesses and individuals.
Transferring dual-use technology, suitable for organizations and businesses to cooperate, joint venture, link research, produce security industrial products and services to serve socio-economic development.
Technology innovation, human resource development, digital transformation, improving corporate governance capacity. Promoting international cooperation on security industry focusing on countries and businesses with developed science and technology. Improving international competitiveness, participating in global production value chains and exporting security industry products and services.
According to the Decree, the composition of the national security industrial complex includes:
1. The nucleus of the national security industrial complex is the core security industrial base.
2. Members participating in the national security industrial complex include one of the following types: Organizations and businesses in the People's Police force; organizations and businesses outside the People's Police force.
