The Government has just issued Resolution No. 23/NQ-CP on the regular Government meeting in January 2026.
In the resolution, the Government requested to closely monitor the developments of the situation, manage monetary policy proactively, flexibly, promptly, effectively, and closely coordinate with reasonable, focused, and key expansion fiscal policy and other macroeconomic policies.
Thereby contributing to maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy, striving for GDP growth in the first quarter of 2026 to reach about 8%, and for the whole year to reach 10% or more.
Manage interest rates, exchange rates, and credit in accordance with macroeconomic developments, markets and monetary policy objectives to control inflation, contribute to maintaining macroeconomic stability, stabilizing the monetary and foreign exchange markets, supporting sustainable economic growth, ensuring liquidity and safety of the system of credit institutions.
Strengthen inspection and examination, direct credit institutions to strictly control bad debts and credit quality; direct credit to production and business sectors, priority sectors, and growth drivers.
Manage and promote the development of the stock market and corporate bonds to be stable, safe, and effective.
The State Bank of Vietnam focuses on research to stabilize the macroeconomy (interest rates, exchange rates, foreign exchange reserves, inflation), promptly propose effective solutions, and report to the Prime Minister every Saturday.
Promptly establish, operate synchronously and promote the effectiveness of the International Financial Center in Vietnam, attract investment capital from financial institutions, banks and global investment funds.
Deploy pilot operation of cryptocurrency exchanges; urgently put cryptocurrency, gold, and real estate trading markets into operation before February 28, ensuring safety, health, publicity, and transparency.
Continue to implement solutions to develop a safe, healthy, and sustainable real estate market. Promote the effectiveness of the National Housing Fund, promote the construction of social housing, especially rental housing, striving to complete over 158 thousand social housing apartments by 2026.
Economic groups and state-owned corporations promote production and business right from the beginning of the year, striving to increase output or revenue in 2026 by 10% or more.
The Government requests the People's Committees of provinces and cities to prepare carefully for people to celebrate the Binh Ngo Lunar New Year 2026 in accordance with the conditions and capabilities of the locality; pay attention to, support, and care for the material and spiritual life of all classes of people, ensuring that everyone and every household can enjoy Spring and celebrate Tet.
Organize well the visits, encouragement, and Tet greetings to veteran revolutionary cadres, Vietnamese Heroic Mothers, wounded soldiers, sick soldiers, families of martyrs, families with meritorious services to the revolution, policy families, intellectuals, people with prestige among ethnic minorities, typical religious dignitaries, armed forces units, and standing forces on duty during Tet, especially in border areas, islands, difficult areas, and areas with complex political security and social order and safety.
Strictly manage passenger and cargo transportation at the end of the year, ensuring safety, convenience, and smoothness; strengthen inspection of the implementation of freight price declaration, listing of transport freight rates, train and bus ticket prices according to regulations.
