On October 14, the National Assembly Standing Committee gave its opinion on the draft Law amending and supplementing a number of articles of the Law on National Defense, Security and Industrial Mobilization Industry.
Presenting the submission, Senior Lieutenant General Le Quoc Hung - Deputy Minister of Public Security - said that currently, the Law on National Defense, Security and Industrial Mobilization has provisions on the National Defense and Security Industrial Fund.
At the same time, the Government is assigned to specify in detail the establishment, management, allocation and use of the National Defense and Security Industry Fund.
However, in Conclusion 158, the Politburo directed the establishment of an independent investment fund for the development of the security industry and not overlapping with the expenditure content of the National Defense and Security Industry Fund, with specific mechanisms, accepting risks, and being able to invest venture in related activities to build the security industry.
On that basis, the Government proposes to amend and supplement relevant provisions in the Law on Defense Industry, Security and Industrial Mobilization to separate the Defense Industry and Security Fund into 2 independent funds, including the Security Industry Development Investment Fund and the Defense Industry Fund.
The Defense Industry Fund is a state financial fund outside the budget, established at the central level, managed by the Ministry of National Defense to support the implementation of urgent tasks of new nature, high risk or research and manufacture of technical weapons and equipment of strategic significance.
The Security Industry Development Investment Fund is a state financial fund outside the budget, established at the central level, managed by the Ministry of Public Security to invest in and support the implementation of programs, projects, activities, accept risks and risks, in order to build and develop the Security Industry.
Regarding the formation of the National Security Industrial Complex, according to the submission of the Law on National Defense, Security and Industrial Mobilization of the provisions on the National Security Industrial Complex, there are no regulations on the National Security Industrial Complex.
In Conclusion 158, the Politburo directed the formation of a national security industrial complex led and oriented by the State, with the core security industrial facilities under the Ministry of Public Security, the participation of organizations and enterprises inside and outside the People's Public Security with resources and scientific and technological potential to organize research, design, manufacture, test, produce and complete security industrial products.
At the same time, the Politburo specifically oriented 5 groups and sectors of key products and services of the National Security Industrial Complex until 2030, with a vision to 2045.
On that basis, the Government proposes to supplement the National Security Industrial Complex, which stipulates the functions, tasks, and composition of the National Security Industrial Complex, the core of the National Security Industrial Complex, the participating members of the National Security Industrial Complex, and the State's policies for the National Security Industrial Complex.
According to the submission, the supplementary content is basically similar to the regulations on the National Defense Industrial Complex, but specifically stipulates the specific contents of the National Security Industrial Complex compared to the National Defense Industrial Complex to avoid overlap, overlap and institutionalization of the requirements of the Politburo.
Reviewing this content, Chairman of the National Defense, Security and External Relations Committee Le Tan Toi said that the Committee basically agreed with the Government's proposal on the National Security Industry Complex, in order to institutionalize the Politburo's guiding viewpoints.
The Committee agreed on the functions, tasks, and composition of the National Security Industrial Complex.
