Pension payment via VNeID
Decree No. 320/2026/ND-CP amends and supplements a number of articles of Decree No. 69/2024/ND-CP dated June 25, 2024 of the Government regulating electronic identification and authentication, effective from September 28, 2026.
Accordingly, "social security benefit accounts" are defined as identification information on the National Identification Application (VNeID) that allows integration of payment account information, electronic wallets or mobile money accounts to receive support, pensions, social security payments and legal funds.
Previously, the linkage of bank accounts with VNeID was implemented to serve the payment of support and social security funds. From September 28, 2026, this mechanism is specified in Decree 320/2026/ND-CP.
Workers doing special jobs at sea only work a maximum of 6 hours a day
From September 1, Circular 56/2026/TT-BXD of the Ministry of Construction officially takes effect. The Circular stipulates working hours and rest hours for employees performing special-value work at sea in public service activities to ensure maritime safety.
According to Article 4 of Circular 56/2026/TT-BXD, the working hours of employees within the scope of adjustment are arranged in shifts and not exceeding 6 hours a day.

Retired teachers are entitled to full-time employment contracts at educational institutions
The Ministry of Education and Training issued Circular 59/2026/TT-BGDDT, regulating full-time contract teachers and visiting lecturers after retirement. The Circular takes effect from September 1, 2026.
According to Clause 1, Article 2 of Circular 59/2026/TT-BGDĐT, a full-time contract after retirement is a labor agreement between an educational institution and a teacher after retirement, established in the form of a labor contract as prescribed by law.
This regulation applies to full-time contract teachers after retirement; educational institutions and related agencies, organizations, and individuals.
Through this, educational institutions have more legal basis to continue to use teachers with professional qualifications, teaching experience and scientific research suitable to practical needs.
New regulations on sanctioning administrative violations in the field of labor and social insurance
Decree 283/2026/ND-CP stipulating penalties for administrative violations in the fields of labor, social insurance and Vietnamese workers going to work abroad under contract officially takes effect from September 10.
One of the contents businesses need to pay attention to is the penalty for violations of regulations on registration and adjustment of labor registration information in Article 12 of Decree 283/2026/ND-CP.
Accordingly, employees who are subject to compulsory social insurance but do not provide information, provide incomplete information or provide inaccurate information to serve as a basis for labor registration may be fined from 1 - 2 million VND.
For employers, the act of not registering or adjusting labor registration information for employees when submitting registration dossiers and adjusting social insurance participation information will be penalized according to the number of violating employees.
