On the afternoon of June 26, continuing the 9th Session Program, the 15th National Assembly voted to pass the Resolution of the National Assembly on tuition exemption and support for preschool children, primary school students, and those studying general education programs at educational institutions in the national education system.
The voting results showed that 440/441 delegates present voted in favor, accounting for 92.05%.

Thus, the Resolution on tuition exemption and support for preschool children, primary school students, and students of general education programs at educational institutions in the national education system has been approved.
This Resolution stipulates tuition exemption and support for preschool children, primary school students, and general education students who are Vietnamese citizens and people of unidentified Vietnamese origin living in Vietnam in educational institutions in the national education system.
Regarding tuition exemption and support policies:
Tuition exemption for preschool children, primary school students, and those studying general education programs in public educational institutions.
Tuition support for preschool children, primary school students, and those studying general education programs in private and public educational institutions. The tuition support level is decided by the People's Councils of provinces and centrally run cities according to the tuition fee framework prescribed by the Government but does not exceed the tuition fee collection level of private and public educational institutions.
The Resolution stipulates that the budget for implementing the policy of tuition exemption and support is guaranteed by the state budget in accordance with the provisions of the law on decentralization of budget management.

The central budget supports localities that have not yet balanced their budgets to implement the policy of exemption and support for tuition fees according to the provisions of law.
On behalf of the Government, reporting before voting to approve the Resolution, Minister of Education and Training Nguyen Kim Son said that in Submission No. 283/TTr-CP, the Government has reported in detail on the budget impact with a total policy implementation cost of about 30.6 trillion VND; of which the amount of funding to be paid according to the regulations issued on tuition exemption, non-collection, and support from September 1, 2025 is 22.4 trillion VND; the additional funding to be ensured to implement the policy under the draft Resolution is 8.2 trillion VND.
Regarding the expected increase in funding, the National Assembly issued Resolution No. 196/2025/QH15 dated May 17, 2025, transferring the remaining VND6.623 trillion of the central budget regular expenditure estimate for 2024 not yet allocated to 2025 to implement the tuition exemption policy and carry out tasks arising from the arrangement and consolidation of the apparatus. At the same time, the Government has directed the Ministry of Finance to have a plan to arrange the budget in 2025 to ensure efficiency and compliance with regulations.
For localities that have not yet balanced their budgets, an estimate will be prepared to report to the Ministry of Finance to supplement the remaining amount from the central budget that has been allowed to be allocated by the National Assembly in Resolution No. 196/2025/QH15 above. In fact, 10 provinces/cities have supported tuition fees for the 2024-2025 school year for preschool and high school students in the area.
Regarding implementation, the Resolution stipulates that the Government directs and guides the implementation of this Resolution.
The National Assembly, the National Assembly Standing Committee, the Central Committee of the Vietnam Fatherland Front, the Ethnic Council, the National Assembly Committees, the National Assembly Delegations and National Assembly deputies, and People's Councils at all levels, within the scope of their tasks and powers, shall supervise the implementation of this Resolution.
This Resolution takes effect from the date of approval by the National Assembly and is applied from the 2025-2026 school year.
