Two rental housing projects will be started
On the afternoon of June 11, at the working session between Politburo Member, Prime Minister Le Minh Hung and the Standing Committee of the Hanoi City Party Committee, Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of Hanoi City People's Committee Vu Dai Thang briefly reported on the situation of implementing socio-economic development tasks, double-digit growth targets, disbursement of public investment capital, operation of local governments at two levels and implementation of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation.
Chairman of Hanoi People's Committee Vu Dai Thang said that the city has completed the Master Plan of the Capital with a 100-year vision; issued many important resolutions on socio-economic development, medium-term public investment and finance for the period 2026-2030. This is considered an important basis for Hanoi to achieve the goal of double-digit growth not only in 2026 but also in the following years.
Regarding the implementation of the direction of the Central Government and the Prime Minister on the development of rental housing in the Capital, Chairman of Hanoi People's Committee Vu Dai Thang said that the city is urgently completing mechanisms and policies to form and develop a rental housing market in a synchronous and sustainable direction, meeting the actual needs of the people.
The city is expected to use about 9,000 billion VND, formed from the social housing development obligation revenue of investors, to create a rental housing fund. It is expected that in the period from June 15 to 20, the city will start construction of the first two projects, including land plots A2, A3, A4 belonging to Phap Van - Tu Hiep Housing Area and land fund belonging to the Old Quarter Population Expansion Project in Viet Hung.
Proposal to pilot the development of the digital asset and crypto asset market
To ensure the completion of the goal of double-digit economic growth, and at the same time create a foundation for sustainable development for the next period, Comrade Vu Dai Thang requested the Government and the Prime Minister to pay attention to considering and directing some key contents.
First of all, regarding mobilizing financial resources for strategic infrastructure development, especially the urban railway system, Hanoi proposed that the Prime Minister allow the city budget to enjoy the entire increase in revenue from central budget revenues enjoyed 100% in the area compared to the annual assigned estimate; and at the same time report to competent authorities to allow the city to borrow capital in foreign currency and borrow capital from organizations and individuals at home and abroad to ensure investment resources for key infrastructure projects.
Notably, Hanoi proposed to pilot the development of the digital asset market and encrypted assets according to the special mechanism of the Capital based on Resolution No. 05/2025/NQ-CP of the Government, ensuring strict management, in line with the development orientation of Hanoi to become an important financial, commercial and innovation center of the nation and region.
Regarding the planning and management of land funds, the Chairman of Hanoi City People's Committee proposed that the Prime Minister direct ministries, branches, and central agencies to accelerate the progress of relocation, arrangement and transfer of housing and land funds of universities, non-business establishments, agencies, and units subject to relocation according to the planning approved by competent authorities.
For cases where locations and land funds have been arranged for relocation according to the plan but are slow to implement, prolonged for many years, not implementing relocation or not handing over the house and land fund after relocation, it is proposed that the Prime Minister allow the city to coordinate with relevant ministries and sectors to review and handle thoroughly.
Regarding the development of rental housing, the city proposed that the Prime Minister direct the State Bank and credit institutions to study preferential credit mechanisms for projects investing in building rental housing. Accordingly, investors are allowed to borrow up to 80% of the total project investment, applying interest rates equivalent to social housing loan interest rates and a maximum loan term of up to 30 years to create motivation for the development of the rental housing segment in the Capital.
Regarding aviation infrastructure, Hanoi proposed that the Government soon determine the land use needs for Noi Bai International Airport according to the adjusted plan so that the city can proactively exploit the land fund, develop infrastructure and study the formation of an airport economic - logistics zone. For Hoa Lac airport, the city proposed that the Government assign the Ministry of National Defense to coordinate with the Hanoi City People's Committee to develop a specific implementation roadmap to realize the direction of developing dual-use airports as identified in the Capital Plan.
