Before starting the meeting, President To Lam and delegates spent a minute commemorating General Secretary of the Central Committee of the Communist Party of Vietnam Nguyen Phu Trong.
President To Lam said, imbued with the ethics of "When drinking water, remember the source", "Repay gratitude" of the Vietnamese people and the wishes of President Ho Chi Minh, during the past 77 years, especially in recent times.
