Following the Central Government's direction on organizing Party Congresses at all levels and building a model of organizing local government at 2 levels, the Provincial Party Committee Standing Committee and Party committees at all levels under the province have promptly, proactively, actively and resolutely implemented the provisions of Directive No. 45-CT/TW of the Politburo, the Resolution of the 11th Conference of the 13th Party Central Committee and related documents; at the same time, synchronously and fully developed a system of plans, directives, and specifications for implementing the Directive and the Central Committee's guiding and directional documents.
The Provincial Party Standing Committee has proactively established subcommittees to help prepare for the Congress; established working groups assigned directly by members of the Provincial Party Standing Committee and the Working Group to monitor and guide the preparation and organization of the Congresses of communes, wards and special zones in close order, in accordance with principles, regulations of the Party Charter, and instructions of the Central Committee and the Provincial Party Committee.
By July 28, the Provincial Party Committee had 600 grassroots party organizations (203 party committees, 397 grassroots party cells) holding the Congress. The province has also completed organizing Party Congresses at 3 Party Committees of communes and wards ( Bai Chay, Cam Pha, Tien Yen) and drawn experience to give general direction throughout the province.
The newly appointed Party committees ensure the requirements, conditions, standards, and number of structures according to the direction of the Central and higher levels.
The work of arranging commune-level administrative units and building a model of organizing local government at both levels has been implemented drastically and methodically, ensuring compliance with the set policies, roadmaps, processes and progress. The operations of agencies and units are maintained stably and smoothly during the reorganization process.
The transition to the 2-level local government model is being organized urgently, ensuring the necessary conditions for effective operation from the first working day of July 1, 2025, without any interruption affecting the service to people and businesses.
The settlement of regimes and policies for cadres, civil servants and public employees affected is organized methodically, publicly, transparently, to the right subjects and processes, contributing to stabilizing ideology and creating high consensus among the cadres.
Through assessment, the 2-level government model has initially operated effectively in all 54 communes, wards and special zones in the area.
It is expected that the province will complete the Congresses at the commune, ward and special zone levels before August 15. The 16th Provincial Party Congress is scheduled to be held from September 22 to 24, 2025. The province's political report is being finalized and widely consulted with cadres and party members to ensure comprehensiveness, objectivity, and closeness to practice.
Through a field inspection in Quang Ha commune, the Provincial Public Administration Service Center and working with the Standing Committee of the Quang Ninh Provincial Party Committee, Comrade Luong Cuong, Politburo member, and President highly appreciated the preparation and organization of Party Congresses at all levels in the province for being implemented seriously, methodically, and closely; demonstrating the spirit of innovation and solidarity, creating high unity in the entire Provincial Party Committee.
Regarding the implementation of the 2-level local government model, the President acknowledged that Quang Ninh province is a locality with many creative and effective ways to help the apparatus operate smoothly, smoothly and achieve positive results in terms of organizational structure, management efficiency and people's satisfaction right after 1 month of operation. He suggested that it is necessary to continue to clarify and summarize this practical experience to report to the Central Government and replicate it to other localities.
Regarding the key tasks in the coming time, the President requested the Provincial Party Committee Standing Committee to focus on leadership and direction to resolutely implement the Resolution of the 15th Provincial Party Congress, while effectively implementing three strategic breakthroughs in the spirit of the 13th National Party Congress associated with the revolution of streamlining the apparatus to be effective, efficient, close to the people and close to the people.
Pointing out that the model of local government at both levels sets many new requirements, both creating opportunities to streamline the apparatus and improve the effectiveness of state management, and being a challenge in direct management from province to commune, especially in governance, decentralization and provision of services to people, the President suggested that Quang Ninh strengthen inspection, supervision, grasp closely the grassroots, promptly remove difficulties and obstacles for commune and ward levels when operating the new apparatus. In particular, the province needs to prioritize the arrangement and increase of competent cadres to mountainous communes that are still facing difficulties to closely support grassroots authorities in operating the new model.
President Luong Cuong expressed his confidence that, with the tradition of solidarity, innovation, creativity and development aspirations, the Party Committee, government and people of Quang Ninh province will continue to promote their pioneering role, successfully complete the set goals, and actively contribute to the overall development of the country.
