Volunteering to go to disadvantaged areas
On the afternoon of July 29, speaking with a reporter from Lao Dong Newspaper, a representative of Hau Loc Commune People's Committee, Thanh Hoa Province, said that the unit had just held a conference to deploy a number of key tasks in the locality, and at the same time reviewed the team of cadres, civil servants and workers in the departments and offices of the Commune People's Committee.

At the conference, 6 officials of the Commune People's Committee voluntarily wrote applications to work in mountainous communes of Thanh Hoa province. The list of 6 volunteer staff includes: Mr. Nguyen Truong Sinh (officer of the Department of Culture - Society), Tran Quoc Dai and Nguyen Van Dieu (officer of the Department of Economics), Phi Van Tan and Truong Van Thien (officer of the People's Council - People's Committee Office), Le Van Thanh (officer of the Public Administration Service Center).
"The staff writing volunteer petitions aims to increase forces for remote areas of the province. This is also in service of the common goal of the province, and we hope that when the cadres come to the new locality, they will strive to contribute their all said a representative of Hau Loc Commune Peoples Committee.
Sharing with Lao Dong, Mr. Nguyen Truong Sinh - an official of the Department of Culture and Society of Hau Loc commune - said that he was one of the first people in the locality to volunteer to write an application to work in a disadvantaged mountainous commune.
According to Mr. Sinh, after the two-level government came into operation and implemented the policy of the Thanh Hoa Provincial Party Committee on sending redundant cadres to the shortage, he voluntarily registered his wish to go to Yen Khuong or Yen Thang commune (in the old Lang Chanh district), more than 100km from his current residence, to work.
I really write the petition completely voluntarily, not for any profit. I am young, want to contribute and support areas with many difficulties. My wife is an ethnic minority in the mountains, so I partly understand and share the lives of the people here" - Mr. Sinh said.
He added that his family still lives in Hau Loc commune. His wife does not have a stable job, is raising two young children, while his parents are old or sick. However, when he wrote a volunteer application to work in the mountains, his family completely supported him, because his family had three brothers, so the care of his grandparents was also shared.
Regarding future plans, Mr. Sinh said that if the working and living conditions in the new locality are favorable, he may stay in this place for a long time.
Policy for cadres working in mountainous communes
It is known that on July 28, the Party Committee of Thanh Hoa Provincial People's Committee submitted a document to the Provincial Party Committee Standing Committee, asking for opinions on the draft Resolution regulating support policies for cadres, civil servants, and public employees who are mobilized, rotated, seconded, or volunteered to work in mountainous communes, in order to ensure sufficient human resources for public service after operating a government at 2 levels.

According to the Provincial People's Committee, the rearrangement of administrative units in 2025 has led to differences in the arrangement of staff. Some communes and wards in the plains are lacking cadres, while many mountainous communes are lacking.
From the above practice, the Provincial People's Committee will develop a support policy from the budget to attract capable and volunteer teams to work in mountainous communes.
Beneficiaries include: cadres and civil servants in communes and wards with redundant numbers or voluntarily moving to mountainous areas; cadres of provincial departments, branches and sectors assigned to disadvantaged communes; and those who have previously been transferred to mountainous districts, now continue to be assigned to communes.
Thanh Hoa province plans to have about 360 people eligible for the policy, with a total budget of more than 15 billion VND/year from the budget.
