During a working trip to Quang Ninh on the morning of July 29, Politburo member and President Luong Cuong attended a thematic meeting at the Party Cell of Quang Chinh 6 village, Quang Ha commune.

At the thematic meeting, the Party Cell and Party members discussed and initially assessed the advantages and limitations in the activities of Party committees and authorities for all classes of people in the area; the interaction between villages and residential areas with Party committees, authorities, the Fatherland Front Committee (FFC) and political organizations of Quang Ha commune; preparations for the Quang Ha Commune Party Congress. According to the report, Quang Ha commune was established on the basis of merging 4 old commune-level administrative units, including Quang Ha town, Quang Minh commune, Quang Chinh commune, Quang Phong commune and villages 1 and 2 of Quang Long commune. After the merger, Quang Ha commune has a natural area of 134.37 km2; population of 40,988 people with 53 villages and neighborhoods.
Immediately after its establishment, the Commune Party Committee - People's Council - People's Committee urgently perfected the apparatus and organized the agencies. The Commune Party Committee has directed the development and promulgation of important documents to serve the official operation of the apparatus; deploy plans to arrange leaders and managers of Party, government, Vietnam Fatherland Front and socio-political organizations; ensure stable operation of facilities and equipment, and serve well the direction, operation and handling of administrative work from July 1, 2025.
At the meeting, President Luong Cuong said that when implementing the policy of reorganizing the new administrative don, there was high consensus and unity within the Party and the consensus and support of the entire people.
After listening to reports and attending Party cell activities, the President acknowledged and highly appreciated the initial results of Quang Ninh province as well as Quang Ha commune in implementing the arrangement of administrative units and operating local governments at two levels as well as the preparation for the Party Congress; commended the sense of responsibility, dedication, and closeness to the grassroots of Party members. In particular, the Quang Chinh 6 Village Party Cell has grasped the policies of superiors very firmly and applied them well in the practical situation. The activities of the Quang Chinh 6 Village Party Cell have been carefully prepared, reflecting the high consensus from the grassroots level on the decisions of the Central Government, Quang Ninh Province, and Quang Ha Commune.
The President also pointed out that the merger of administrative units will pose many challenges and difficulties, so in the coming time, Party committees and authorities at all levels need to continue to improve the organization of the apparatus, clearly assign tasks, closely follow reality; improve the quality of the staff, especially at the grassroots level. The province and commune need to continue to focus on leadership to resolutely organize implementation, closely following the set goals in the arrangement of the administrative apparatus to ensure streamlining, compactness, strength, effective and efficient operation, close to the people, close to the people.
Based on the results achieved after one month of operation, the President requested Quang Ninh province and Quang Ha commune to direct the review of all activities of units according to the purpose and quality of work to ensure effective services for the people; ensure social security, health, education, environment; ensure national defense - political security, social order and safety in the localities, promptly resolve difficulties and problems related to people's lives.
The President affirmed that grassroots Party cells, villages, hamlets, and residential areas play a particularly important role because in the Party cell, major policies will be concretized and tested through practice, where Party members are closest to the people and convey the Party's policies most effectively. Therefore, the Quang Chinh 6 Party Cell, based on the results achieved in the past, needs to promote the advantages to continue implementing, at the same time discuss, unite, and unify to remove obstacles and difficulties; the more difficult it is, the more united it must be because the Party Cell is the core, a bridge connecting the Party with the masses.
Regarding the preparation for Party congresses at all levels, the President requested that the preparation of documents must correctly assess the current situation after the merger, look directly at the shortcomings and problems, thereby setting out a consistent and feasible direction and tasks, closely following the practical needs and aspirations of the people. Personnel work needs to be cautious, democratic, discover and introduce comrades who are truly capable, qualified, and prestigious, dare to think, dare to do, dare to take responsibility to take on important responsibilities in the new term.
Previously, also on the morning of July 29, Politburo member and President Luong Cuong, President Luong Cuong and the working delegation visited and inspected the activities at the Quang Ha Commune Public Administration Service Center.
Through direct exchanges with officials and people, the President noted that the commune has proactively overcome initial difficulties, fully prepared facilities and equipment for work. Cadres, civil servants and public employees at the center have basically grasped the process and procedures for handling documents for people and businesses; the effectiveness of receiving and returning results of handling administrative procedures at the center has been improved, thereby creating trust and consensus among the people with the Party and the government.
