On the afternoon of October 19, the 45th AIPA General Assembly continued its agenda with the first plenary session. Politburo member and National Assembly Chairman Tran Thanh Man led the Vietnamese National Assembly delegation to attend the plenary session.
Here, on behalf of the Vietnamese National Assembly, the National Assembly Chairman delivered an important speech that was highly appreciated by leaders of AIPA member parliaments and AIPA observers.
According to Quochoi.vn, National Assembly Chairman Tran Thanh Man highly appreciated the host country's warm and thoughtful reception for the Vietnamese delegation and other delegations attending this General Assembly, and also appreciated Laos' role as Chair of ASEAN and AIPA in 2024 as well as the host country's sense of responsibility and careful preparation to ensure a successful 45th AIPA General Assembly.
National Assembly Chairman Tran Thanh Man emphasized: “The Parliament will be the driving force to promote the implementation of building an ASEAN Community based on law, reflecting the voice and aspirations of the people, putting the people at the center of all development policies, creating comprehensive and profound changes for the community and each member country.”
In his speech, National Assembly Chairman Tran Thanh Man proposed that AIPA and member parliaments participate in institution building and pay attention to a number of specific issues.
Firstly, AIPA needs to make more efforts together with ASEAN to strengthen solidarity, cooperation and unity in diversity, uphold ASEAN's spirit of independence, self-reliance and strategic autonomy, promote its central role, respect ASEAN's principles and standards of conduct and comply with international law, especially the 1982 United Nations Convention on the Law of the Sea.
Second, it is necessary to review and evaluate the implementation of the 2025 master plans, deploy cooperation strategies until 2035 to promote harmonious, sustainable, comprehensive, and inclusive development that leaves no one behind, focusing on giving appropriate priority to sub-regional cooperation, and narrowing the development gap.
Third, AIPA needs to improve the effectiveness of cooperation in the legislative field, strengthen diplomacy, and support and assist governments more effectively with feasible solutions to successfully implement ASEAN's goals in enhancing connectivity and comprehensive growth of ASEAN.
Fourth, promote cooperation between countries in the fields of natural disaster prevention and control, climate change response, ensuring harmony between development and environmental protection, ensuring food security and water security.
Fifth, encourage the enhancement of digital transformation, green transformation, energy transformation, promote innovation and start-up, creating new growth drivers. Along with that, renew traditional growth drivers, enhance harmonious, sustainable, comprehensive development, taking people as the center of the subject, driving force, resource and goal of development.
National Assembly Chairman Tran Thanh Man expressed his belief that, under the chairmanship of the Lao National Assembly Chairman, AIPA 45 President, and with the spirit of solidarity, cooperation and active contributions of member parliaments, the 45th AIPA General Assembly will achieve substantial and successful results.
