On the morning of May 4, Politburo Member, National Assembly Chairman Tran Thanh Man and the Ho Chi Minh City National Assembly Delegation (unit No. 12) met with voters in 11 communes including Hoc Mon, Xuan Thoi Son, Ba Diem, Phu Hoa Dong, Dong Thanh, Binh My, An Nhon Tay, Nhuan Duc, Thai My, Tan An Hoi and Cu Chi.
At the meeting, voters reflected many people's livelihood issues such as land, planning, social security, health, employment, education, food safety and the activities of grassroots authorities.
Accepting voters' opinions, National Assembly Chairman Tran Thanh Man proposed that after the meeting, issues under the authority of communes must be implemented by localities; issues under the authority of the city need to be answered clearly: what has been done, is being done, is about to be done or has not been done and why.
Regarding institutional orientations, the National Assembly Chairwoman said that from now until the second session of the 16th National Assembly (expected October - November 2026), Ho Chi Minh City will work with the Politburo to issue a resolution to replace Resolution 31. On that basis, Ho Chi Minh City will continue to coordinate with the agencies of the National Assembly to build and submit for approval the Special Urban Law.
According to National Assembly Chairman Tran Thanh Man, the specific and special mechanisms of Ho Chi Minh City are similar to the revised Capital Law.
I hope that, in terms of institutions, if Ho Chi Minh City has a Special Urban Law, it will remove difficulties so that the city has conditions to develop economy, culture, society, ensure national defense, security and build a political system" - National Assembly Chairman Tran Thanh Man expressed.
Regarding the field of land and planning, the National Assembly Chairwoman said that the National Assembly has issued Resolution 254 to remove obstacles when implementing the Land Law. The Government is accelerating the issuance of decrees and circulars guiding policies to put them into practice.
The Ministry of Agriculture and Environment is seeking opinions from ministries, branches, and localities on the implementation situation, and will then submit to the Government a proposal to comprehensively amend the Land Law in the near future.
The amendment of the Land Law is identified as an urgent task and will be implemented in the 2nd or 3rd session of the 16th National Assembly.
At the same time, the National Assembly and the National Assembly Standing Committee will strengthen supervision of the handling of slow-progress projects, suspended planning, as well as improve flexible mechanisms to resolve backlog cases.
Regarding the group of issues related to the apparatus, the National Assembly Chairman informed that the Ministry of Home Affairs is continuing to advise on arranging and streamlining the internal organizations of ministries, central agencies, and departments and branches in localities to remove difficulties. The General Secretary and President will chair the 1 year preliminary review conference of this policy implementation at the end of June.
In the field of social security, the National Assembly has amended tax policies in the direction of reducing the burden on people and businesses, such as raising the threshold for revenue not to be taxed, and extending tax incentives for some industries.
In the coming time, the National Assembly will continue to supervise and request the Government to review and adjust the social security system to suit the characteristics of large urban areas, where there are many freelancers and low-income people.
