Accordingly, the Chairman of Hai Phong City People's Committee requested departments, branches, City Police, City Military Command, State Bank Branch Area 6 to urgently organize the implementation of tasks to ensure timeliness and completeness according to the direction of the Prime Minister and the City People's Committee on announcing and publicizing administrative procedures in 8 Resolutions of the Government.
The Chairman of the City People's Committee requested units to proactively review the entire content of Resolutions under their management sectors and fields; specifically identify administrative procedures that need to be amended, supplemented, replaced or abolished in the city's regulations to advise the City People's Committee to issue according to their authority. Departments and branches must clearly identify administrative procedures that have been cut and simplified under the local authority to resolve.
Agencies and units shall base on the actual work resolution to advise the People's Committee, the Chairman of the City People's Committee to authorize the settlement of administrative procedures under their management; and at the same time issue authorization documents for decentralized procedures in accordance with the Party's guidelines, the direction of the Central Government, the city and the provisions of the 2025 Law on Organization of Local Government.
The Chairman of the City People's Committee also requested departments and branches to strengthen guidance, urging, inspection, and supervision of commune-level People's Committees in receiving and resolving administrative procedures that have been decentralized, ensuring smoothness and efficiency, and preventing interruptions in serving people and businesses.
For the People's Committees of communes, wards, and special zones, the Chairman of the City People's Committee requested to promote communication and widespread dissemination to people, businesses, officials, civil servants, and public employees about the contents of 8 Resolutions of the Government; focus on propagating administrative procedures that have been cut, simplified, and the authority to resolve administrative procedures that has been transferred to localities.
Localities must immediately deploy the receipt and settlement of administrative procedures according to new procedures for procedures that have been simplified and restructured under the scope and authority of settlement. At the same time, proactively review and propose to the City People's Committee, departments and branches to continue to authorize communes to carry out administrative procedures that meet the conditions to improve the efficiency of serving people at the grassroots level.
The Chairman of the City People's Committee assigned the Department of Justice to coordinate in contributing opinions to dossiers submitted for issuance of authorization documents; the Department of Home Affairs shall take the lead in monitoring and summarizing the results of the implementation of tasks assigned to localities; the Office of the City People's Committee shall take the lead in guiding and monitoring the implementation of tasks related to administrative procedures, and promptly advise on removing difficulties and obstacles arising during the implementation process.
The City People's Committee requests agencies, units, and localities to seriously organize implementation; in case of arising difficulties and obstacles, they must promptly report to the Ministry of Industry and Sector Management and the City People's Committee for support and guidance on solutions.
