According to a report by the Department of Home Affairs, currently, the administrative organization structure at 113 commune-level People's Committees in the city is implemented according to a unified model including 3 professional departments and 1 Public Administration Service Center in each locality.
According to the provisions of Article 8 of Decree No. 370/2025/ND-CP, the Provincial People's Committee is allowed to decide the framework of the number and names of professional departments applied at commune-level administrative units under its management, ensuring that the total number of organizations does not exceed the average of 4.5 organizations/commune-level administrative unit, including professional departments and Public Administration Service Centers. Based on this regulation, 113 communes, wards, and special zones in Hai Phong city are allocated a maximum of 508 organizations, including 395 professional departments and 113 Public Administration Service Centers. Meanwhile, in reality, localities have only allocated 452 organizations, including 339 professional departments and 113 Public Administration Service Centers, still lacking 56 professional departments compared to the maximum number allowed to be arranged according to regulations.
According to the Department of Home Affairs, the issuance of the Decision stipulating the framework of the number and names of specialized departments under the commune-level People's Committee is necessary to concretize Decree No. 370/2025/ND-CP of the Government; and at the same time ensure the unified organizational model for 113 commune-level People's Committees in the city (excluding Bach Long Vi special zone). This is also the basis for localities to proactively arrange and consolidate the organizational structure in accordance with the scale and practical conditions, ensuring streamlining, effective and efficient operation, meeting management and administration requirements in the new period.
The Department of Home Affairs proposes 3 options for organizing commune-level professional departments. In which, option 1 proposes to separate the Economic Department or the Economic, Infrastructure and Urban Department into 2 departments including the Economic Department (or the Economic, Infrastructure and Urban Department) and the Department of Agriculture and Environment. Option 2 proposes to separate the Department of Culture - Society into the Department of Home Affairs and Science along with the Department of Culture, Education and Health. Option 3 proposes to establish a new Department of Agriculture, Environment and Science and Technology on the basis of separating part of the functions and tasks of the Economic Department and the Department of Culture - Society.
Regarding the framework of the number of professional departments under the commune-level People's Committee, the Department of Home Affairs develops a plan to determine the number of professional departments according to the principle of only increasing the number of departments for type I and above commune-level administrative units, including 36 wards and 10 communes, special zones. For the remaining 67 communes and wards in the city, arrange 3 professional departments at each commune-level People's Committee.
Regarding this content, Vice Chairman of the City People's Committee Vu Tien Phung agreed with the plan to increase 56 professional departments under the commune-level People's Committee; initially, increase 46 departments for type I commune-level administrative units. For the remaining 67 administrative units, it is expected to arrange 3 professional departments under the commune-level People's Committee, and at the same time transfer functions and tasks in the financial - planning field to the Office of the Commune-level People's Committee for implementation.
