On the morning of September 4, the National Assembly Standing Committee gave opinions on the draft Law amending and supplementing a number of articles of the Law on Management and Use of Weapons, Explosives and Supporting Tools, the Law on Fire Prevention and Fighting (PCCC) and Rescue and Relief (CNCH).
One issue that delegates are interested in is the installation of remote fire alarm and fire warning equipment.
Speaking at the meeting, Member of the Party Central Committee, Chairman of the Economic and Finance Committee Phan Van Mai said that during the survey, there were many opinions on regulations on installing automatic fire alarm transmission systems, specialized fire fighting gear, and fire prevention and fighting standards for agricultural product processing workshops.
These regulations are in fact not highly effective and create large costs. From there, Mr. Phan Van Mai proposed to review them so that they can still be managed, still ensure fire prevention and fighting safety but not create additional costs for people and businesses.
Explaining later regarding the regulations on installing fire alarm and remote fire warning equipment, Senior Lieutenant General Le Van Tuyen - Member of the Party Central Committee, Deputy Minister of Public Security clearly stated that in reality, many fire and explosion cases today are often discovered very late.
Especially fires that occur at night when people and facility owners are sleeping, not detected in time, leading to receiving fire reports very late, the fire spreading very widely.
Deputy Minister of Public Security Le Van Tuyen said that through the practice of fire prevention and fighting and the experience of other countries, it is shown that all projects have remote fire communication and warning systems.
Vietnam has just deployed and according to the Government's request, the system must be completed before July 1, 2027.
According to current regulations, no later than July 1, 2027, establishments under fire prevention and fighting management under Decree 105/2025 must equip and connect fire alarm transmission equipment with the fire prevention and fighting database system and fire alarm transmission.
These establishments include many types such as apartments, schools, hospitals, hotels, markets, supermarkets, shopping centers, service business establishments, factories, warehouses, headquarters and other establishments at risk of fire and explosion.
This leader recalled the pilot implementation in Bac Ninh and it was very effective. When fires occur, fire signs, the fire warning system transmits fire warnings remotely very promptly, transmitting information to the center in just a few seconds when the fire warning head has a signal.
Concluding the content of the meeting, Senior Lieutenant General Nguyen Doan Anh - Member of the Party Central Committee, Vice Chairman of the National Assembly requested the Government to direct the drafting agency to seriously receive the opinions of the National Assembly Standing Committee and the preliminary thẩm tra report, and continue to review and complete the draft law.
In which, continue to thoroughly review to ensure the constitutionality and unity of the legal system, especially relevant specialized laws.
Do not give rise to unnecessary administrative procedures, management mechanisms or compliance costs; do not create legal loopholes within the scope of State management of security and social order.
The Vice Chairman of the National Assembly also requested the Government to urgently direct the Ministry of Public Security to coordinate with relevant agencies to receive, revise, and complete the draft law dossier to submit to the National Assembly at the Second Session in October 2026.
