From the central bridge point at Dong Kinh Nghia Thuc Square (Hanoi), the program directly connects to 33 provinces and cities and 3,321 communes, wards, and special zones across the country.

Speaking at the ceremony, Secretary of the Party Central Committee, Deputy Prime Minister Pham Thi Thanh Tra - Chairwoman of the National Committee for AIDS, Drug and Prostitution Prevention and Control affirmed that in the past time, solutions to reduce supply, reduce demand and reduce the harmful effects of drugs have been implemented synchronously.
Focusing on building "communes, wards, and special zones without drugs" is a core policy to bring this work to the grassroots level, promoting the proactive role of localities and people.
Although many large-scale transnational drug trafficking lines have been dismantled, drug rehabilitation and international cooperation have achieved many substantial results, but currently we are facing very big challenges in drug prevention and control. Transnational drug trafficking and transportation activities are increasingly sophisticated, with close collusion between international criminal organizations.
In particular, the strong development of digital technology, social networks, e-commerce, express delivery services and anonymous payment methods has changed the operating methods of drug criminals. They not only transport drugs across borders but also creep into every residential area, every family and directly threaten the future of the young generation.
The Government determines that drug prevention and control is not only the task of functional forces but also the common responsibility of the whole society, taking prevention as the main thing, taking the grassroots area as the focus, and taking the people as the subjects in building a safe and drug-free living environment.
The Deputy Prime Minister requested ministries, branches, and localities, all towards the grassroots level, to promote the core role of the police force and mobilize the strength of the entire political system, the whole society and all people to be determined to build communes, wards, and special zones without drugs.
According to the Deputy Prime Minister, this must be a commitment of the government to the people, a positive response from the people to create a substantial effect and a criterion for evaluating the quality of local governance in the new situation.
Representing youth nationwide, student Nguyen Thai Dieu Thao, National Economics University, spoke in response, expressing the pioneering spirit of the young generation: "Vietnamese youth promise: Be brave to say no to drugs in all forms; pioneering the spread of healthy lifestyles; Proactively detecting and denouncing crimes; joining hands to build a safe school environment and cyberspace".
Immediately after the rally, the "Joining hands to build communes, wards, and special zones without drugs" movement race officially took place at the Hanoi bridge point with the participation of 6,000 people, led by Party and State leaders and central ministries, departments, and agencies.
