At the program, the Ceremony to Announce the Decision of the Minister of Public Security on the functions, tasks, powers, and organization of the Provincial Police apparatus and the Decision of the Provincial Police Director on the transfer of leaders at the department level and district level according to the Project of the Central Public Security Party Committee took place.
Implementing Conclusion No. 121-KL/TW, dated January 24, 2025 of the Party Central Committee on summarizing the implementation of Resolution No. 18-NQ/TW of the 12th Party Central Committee on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently.
Based on the Conclusion of the Leaders of the Ministry of Public Security and the People's Committee of Quang Ninh province, the Quang Ninh Provincial Police received 5 functions and tasks from departments and branches.
Including the task of state management of network information security from the Department of Information and Communications; the task of state management of implementation of aviation security from the Northern Airport Authority and Van Don International Airport; the task of state management of drug addiction treatment and post-drug addiction management from the Department of Labor - Invalids and Social Affairs; the task of state management of testing and granting road motor vehicle driving licenses from the Department of Transport, the task of state management of criminal records and performing public services for issuing criminal records from the Department of Justice.
At the ceremony, representatives of relevant parties agreed to hand over the above tasks according to the principle of handing over the status quo of functions, tasks, facilities, data systems, management software, technical equipment systems, and part of personnel according to the direction of the Ministry of Public Security and ministries and branches.
The handover process must not cause disruption, affecting the normal operations of agencies, organizations and people.
Also at the Ceremony, the Provincial Police announced the decision of the Minister of Public Security on dissolving the District, Town and City Police; Organizing the Provincial Police apparatus; Mobilizing 64 leaders at the department level, District Police according to the Project of the Central Public Security Party Committee.
