Commune police have 7 electronic monitoring tasks for criminals

The commune police are assigned 7 tasks in applying electronic surveillance measures to juvenile offenders.

This is the content stipulated in Decree No. 333/2025/ND-CP of the Government on the application of electronic surveillance (GSDT) measures and community reintegration for juvenile offenders. These regulations take effect from January 1, 2028.

The Decree stipulates the responsibilities of agencies, organizations, individuals, and families in implementing GSDT measures, specifically as follows:

The commune-level People's Committee where the accused or defendant resides is responsible for organizing the enforcement of the GSDT decision for minors who are accused or defendants; notify the agency that issued the decision to apply GSDT measures of the results of applying GSDT measures;

Request the agency that has issued the decision to apply the GSDT measure to issue a license to leave the scope of supervision; notify the agency that has issued the decision to apply the GSDT measure in case the defendant or accused violates the commitment obligation.

The commune-level police advise and assist the commune-level People's Committee in performing the responsibilities specified above and have the following responsibilities:

First, receiving the defendant, the defendant is GSDT.

Second, the Head of the Commune Police issued a decision assigning police officers to directly manage, supervise, and support defendants and accused defendants to be GSDT.

Third, manage, supervise, and support suspects and defendants who are investigated; make records when they violate commitment obligations and report to the Chairman of the Commune-level People's Committee.

Fourth, supporting defendants and accused persons to have GSDT implement the regulations on the use of GSDT equipment.

Fifth, organize the issuance and recovery of GSDT equipment for defendants and defendants who are GSDT.

Sixth, periodically every month or when requested, summarize data, assess the situation, and the results of implementing decisions applying GSDT measures within the scope of authority, and report to the Chairman of the Commune-level People's Committee and competent authorities.

Seventh, verify, identify, and screen when receiving notification from functional agencies that the accused or defendant has the act of removing, destroying, causing disruption to the operation of the GSDT device or leaving the scope of supervision.

Relevant agencies, organizations, and individuals are responsible for coordinating with agencies, competent persons, and families in implementing decisions to apply GSDT measures; providing necessary services to support defendants and accused persons to be GSDT;

Helping and creating conditions for defendants and accused persons to be implemented by GSDT and fulfill their committed obligations; guiding and assisting defendants and accused persons to be implemented by GSDT with regulations on the use of GSDT equipment;

Evaluating the effectiveness of applying the GSDT measure to defendants and accused persons, the GSDT and proposed solutions (if any) are sent to the Chairman of the Commune-level People's Committee.
