In Decision No. 400/QD-TTg dated February 25, 2025, the Prime Minister transferred and appointed Mr. Le Hai Binh - Alternate Member of the Party Central Committee, Editor-in-Chief of Communist Magazine - to hold the position of Deputy Minister of Culture, Sports and Tourism.
Mr. Le Hai Binh was born on June 20, 1977, hometown in Thuy Nguyen district, Hai Phong city. Mr. Le Hai Binh is Associate Professor of Political Science; PhD in International Relations.
He has held many positions: Deputy Director, Deputy Director of the Institute for diplomatic Strategy Research; Director of the Department of Journalism, Spokesperson of the Ministry of Foreign Affairs; Deputy Director of the Diplomatic Academy; Director of the Department of Foreign Information and International Cooperation, Central Propaganda Department; Deputy Head of the Foreign Information Steering Committee; Deputy Head of the Central Propaganda Department.
At the 13th National Congress of the Party, he was elected as an alternate member of the Party Central Committee.
In Decision No. 328/QD-TTg dated February 19, 2025, the Prime Minister transferred and appointed Mr. Phan Tam - Deputy Minister of Information and Communications to hold the position of Deputy Minister of Culture, Sports and Tourism.

Mr. Phan Tam was born in 1965, from Ha Tinh. He has worked for a long time at the Ministry of Information and Communications.
In 2003, he was appointed Deputy Director of the Department of International Cooperation. He was then appointed Deputy Chief of the Office of the Ministry of Information and Communications, as Director of the Department and was appointed Director of the Department of Telecommunications from March 2015.
In November 2015, Mr. Phan Tam was appointed Deputy Minister of Information and Communications.
