On the morning of October 9, Politburo member and Prime Minister Pham Minh Chinh chaired a conference to deploy the National Target Program on Drug Prevention and Control until 2030.
The conference was held directly at the Government Headquarters, online to the connecting points of 34 provinces, cities and 3,321 communes, wards and special zones.
Speaking at the conference, Prime Minister Pham Minh Chinh emphasized that drug prevention and control work has always received special attention from the Party and State; directed the development and promulgation, and organized the implementation of many drug prevention and control programs and strategies, achieving important and positive results.
However, the results achieved are still far from the requirements, compared to the development as well as the goal of preventing and repelling drug abuse.
Statistics from the Ministry of Public Security show that despite severe penalties, the drug trafficking and transportation situation continues to be complicated, still increasing in the number of cases, subjects, and exhibits seized.
Drugs are seeping into schools, the trend of young drug addicts, this is very dangerous. Therefore, we must step up the fight and prevention of drugs.
According to the Prime Minister, drug prevention and control must not only be done by the police force, but must be involved by all ministries and branches from the central to the grassroots level, must be the work of the entire political system, including the participation of the Fatherland Front, political and social organizations, especially in communes, wards, special zones and the entire population.
The head of the Government emphasized that there must be solutions to eliminate areas with complicated drug developments, especially school drugs, and solve urgent problems in drug prevention and control with the spirit of "3 reductions": Reducing supply, reducing demand, reducing harm.
The Government has submitted to the National Assembly for approval the National Target Program on Drug Prevention and Control until 2030.
According to the Prime Minister, the effective implementation of this program is extremely important and urgent in the current situation, because the harmful effects of drugs are huge and in many aspects.
Therefore, it is necessary to push back, prevent, create a breakthrough, create new momentum to make a comprehensive change in drug prevention and control, towards eliminating drug abuse from social life.
Recently, General Secretary To Lam directed the building of drug-free provinces and cities. The Prime Minister said that this is a very high requirement, but if we can do it, there will be a huge social impact and positive impact.
The Prime Minister suggested that at this conference, delegates focus on discussing, analyzing and assessing the situation, causes, and effective early and remote prevention solutions, especially among adolescents in key drug-related areas; solutions to eliminate all types of drug crimes.
Thereby, there are solutions to improve the effectiveness of drug addiction treatment, manage addicts, solutions to enhance the role of the social community, families to help addicts reintegrate into the community.
Strengthen coordination between all levels, sectors and localities, promote the role and responsibility of relevant agencies and units, especially heads, to ensure timely, widespread and effective propaganda and education work.
