Criteria for determining key commune-level areas with complex drug problems
1. Communes, wards, and special areas with complex key types of drugs of type I must have at least 3 of the following criteria:
a. The rate of drug addicts and illegal drug users with management records compared to the population currently residing in the area is 0.5% or more.
b. Having 2 or more organizing points, containing illegal use of drugs or more.
c. The rate of drug-related criminals arrested in the area compared to the number of people currently residing in the commune level is 0.1% or more.
d. From 3,000 trees containing drugs or more or with a planting area containing drugs of 750 m2 or more discovered and destroyed.
d. There are 2 criteria in the criteria of communes, wards, and key areas with complex drug problems of type II or higher and located on the key route with complex drugs within the province or between provinces.
2. Communes, wards, and special areas with complex key types of drugs type II must have at least 3 of the following criteria:
a. The rate of drug addicts and illegal drug users with management records compared to the population currently residing in the area is from 0.1% to less than 0.5%.
b. There is 1 organization point, containing illegal use of drugs.
c. The rate of drug-related criminals arrested in the area compared to the number of people currently residing in the commune level is from 0.05% to less than 0.1%.
d. From 500 to less than 3,000 trees containing drugs or with a planting area containing drugs from 125 m2 to less than 750 m2 were discovered and destroyed.
d. There are 2 criteria in the criteria of communes, wards, and key areas with complex drug problems of type III or higher and located on the key route with complex drugs within the province or between provinces.
3. Communes, wards, and special areas with complex key types of drugs type III must meet at least one of the following criteria:
a. The rate of drug addicts and illegal drug users with management records compared to the number of people currently residing in the area is less than 0.1%.
b. The rate of drug-related criminals arrested in the area compared to the number of people currently residing in the commune level is less than 0.05%.
c. With less than 500 trees containing drugs or with a planting area containing drugs under 125 m2 discovered and destroyed.
Criteria for determining key provincial-level drug complex
1. Provinces and cities are identified as key areas with complex drug problems when they meet at least 4 of the following criteria:
2. The rate of drug addicts and illegal drug users with management records compared to the number of people currently residing in the provincial level is 0.2% or more.
3. There are 5 locations for organizing and illegally using drugs or more.
4. The rate of drug criminals arrested in the area compared to the population currently residing in the provincial level is 0.05% or more.
5. The rate of communes, wards, and special zones with complexity of drugs of type I and II accounts for 3% of the total number of communes, wards, and special zones in the area or more.
6. From 8,000 trees containing drugs or more or with a planting area containing drugs of 2,000 m2 or more were discovered and destroyed.
