Proactive - Sharp - Convincing - Effective
On the afternoon of June 15, at the Party Central Committee Headquarters, General Secretary and President To Lam chaired a working session with the Central Propaganda and Mass Mobilization Committee and relevant agencies on the Project on building the Party's ideological work strategy in the context of digital transformation (Project).
Also attending the working session were Politburo Member, Standing Secretary of the Secretariat Tran Cam Tu; Politburo members, members of the Party Central Committee, leaders of relevant departments, ministries, and sectors.
Speaking at the working session, General Secretary and President To Lam affirmed that building the Party's ideological work strategy in the context of digital transformation is an objective, urgent and long-term requirement.
The issue currently raised is not only to innovate some propaganda methods, but also to build a strategic framework for ideological work to keep up, lead and master the very rapid changes of the information, communication and social life environment.
The strategy must help overcome the situation of scattered, passive, and unconnected handling; create a foundation for ideological work to strongly shift to proactive thinking of grasping, analyzing, forecasting, orienting and managing social trust.
Not only faster but also more correct and useful. It is not about opening more websites, social networks or increasing equipment, and it is not about the old way of doing things based on a new platform, but it must be about the way of organizing and implementing in the new context" - General Secretary and President stated clearly.
General Secretary and President To Lam emphasized that the highest requirement is to make ideological work truly become an essential leadership capacity of the Party in the digital age, contributing to maintaining the ideological foundation, consolidating social consensus, the people's trust and serving the victorious goals of national development.
The General Secretary and President requested to standardize some core concepts. The project also needs to assess the current situation in an objective and balanced spirit, looking straight at the problem, clarifying the results, limitations, causes and bottlenecks.
The project needs to identify the overarching motto of the Strategy as: "Proactive - Sharp - Persuasive - Effective".
Forming the people's hearts battle, the ideological battle
The General Secretary and President clearly stated that the Project needs to thoroughly grasp 4 major guiding viewpoints: Must be steadfast in the ideological foundation of the Party, and at the same time strongly innovate the method of ideological work.
Be steadfast so as not to deviate; innovate so as not to fall behind. The more modern the method of ideological work, the more solid it must be in terms of politics, ideology, principles and goals.
Ideological work must be placed in the overall leadership, ruling and organizational performance capacity of the Party. Ideological work must not only propagate and educate, but also prepare social awareness, create policy consensus, consolidate implementation discipline, summarize practice, develop theory, and protect prestige and trust in the Party, State and regime.
It is necessary to closely combine "building" and "countering", taking "building" as the root, and "countering" as a regular task. Building is building trust, bravery, Party culture, a healthy information environment, and the ideological resistance of society. Fighting is fighting against the wrong, the bad, the toxic, and the that erodes trust. Fighting must be to build; building well then fighting will be sustainable.
Taking data, forecasting, and early warning as a foundational capacity; taking people as the center, cadres as the key, and the people as a measure and also as the subjects participating in protecting the Party's ideological foundation. The people not only receive propaganda and mobilization, but also participate in spreading the right, the good, and the beautiful, contributing to forming the people's hearts battleground and the ideological front.
At the same time, it is necessary to ensure safety, discipline, order, data security, network security, and cognitive security; thoroughly grasp the principle that technology supports people, but does not replace the bravery, ethics, responsibility to set an example and persuasive capacity of people.
The goal of the Strategy is to create fundamental changes in the Party's ideological leadership capacity in the digital environment; making ideological work more proactive, sharper, more persuasive, and more effective, contributing to consolidating trust and unity within the Party, social consensus and the driving force for national development.
