On the afternoon of May 5, 2026, in Hanoi, the Central Propaganda and Mass Mobilization Committee in coordination with the Ho Chi Minh National Academy of Politics and the Central Theoretical Council organized a national scientific conference with the theme "Strategy for Party Ideological Work in the Context of Digital Transformation" to study and discuss the content of the Party's ideological work strategy in the context of digital transformation, breakthrough solutions of strategic significance, meeting the requirements of national development in the new era. Research shows that the Draft "Strategy for Party Ideological Work in the Context of Digital Transformation to 2030, vision to 2045" has shown careful preparation, system approach, closely following the spirit of the 14th Party Congress Document. However, from the practical implementation in the Fatherland Front system and socio-political organizations, there are still some issues that need to be further improved to enhance strategicity and organizational implementation capacity.
First of all, the requirements are not only limited to "digital transformation of ideological work" but need to be raised to a new level - which is social trust management in the digital age. If previously, ideological work mainly focused on propaganda and public opinion orientation, now, a greater challenge lies in competition in awareness, trust and value systems in society. Digital space has become a key cognitive formation environment, requiring ideological work to strongly shift to the "leading - interacting - feedback - adjusting" model, in which big data and real-time social analysis play a fundamental role.
Along with that, the organization of the system of tasks and solutions needs to be restructured according to clear strategic axes to avoid spreading out. An appropriate approach is to revolve around three main axes: data - platform - technology; content - media - social influence; people - organization - institution. This approach not only helps focus resources but also creates a spillover effect, improving the overall effectiveness of the strategy.
Another notable point is the system of evaluation indicators. Currently, the main indicators are technical in nature such as reaction speed, proportion of positive content or level of cadre training. However, the core goal of ideological work is to consolidate trust, create social consensus and maintain political and social stability. Therefore, it is necessary to supplement indicators that directly reflect political and social results, such as the level of consensus on major policies, the ability to control information crises, or public opinion stability in sensitive times.
From the perspective of organizational implementation, one of the current "bottlenecks" is the inter-sectoral operation and coordination mechanism. Data dispersion and lack of unity in reaction authority have caused many situations not to be handled promptly. The project needs to clarify more core issues: the subject responsible for speaking during "golden hours", the coordination mechanism between Party agencies - state management agencies - press agencies - digital platforms, as well as the responsibility of the head in handling complex ideological situations. If not thoroughly resolved, the goal of "quick response, early orientation" is difficult to achieve in practice.
In particular, it is necessary to fully and properly recognize the role of the Vietnam Fatherland Front and socio-political organizations. Ideological work today is not only taking place in the political system but mainly in society, in the community and in cyberspace - which is the specific operating area of the Front. Therefore, these organizations are not only coordinating forces but need to be identified as organizational forces, leading and transforming social awareness. Through a widespread network of union members and association members, the Front can build organized social networks in cyberspace, contributing to spreading official information, early detecting problems and promptly reflecting the thoughts and aspirations of the people.
In the new context, closely linking ideological work with mass mobilization work becomes an inevitable requirement. The merger of these two fields requires the formation of a new approach - "digital mass mobilization". In essence, ideological work in cyberspace is a direct interaction process between the Party and the People - this is the main content of mass mobilization work. The Fatherland Front needs to play a central role in connecting, coordinating and organizing mass mobilization activities in the digital environment.
An important content to be supplemented in the draft Project is a systematic two-way social feedback mechanism. In a digital society, information from people is not only a reference source but must become a component in the policy-making process. Establishing a methodical mechanism for receiving, processing and responding to people's opinions not only improves the effectiveness of ideological work but also contributes to consolidating trust and social consensus.
It can be seen that ideological work in the digital age is entering a historical transformation phase. From "orienting public opinion", it is necessary to move towards "leading awareness and managing social trust". From the scope within the system, it must expand to the whole society with the active participation of the People. In that process, promoting the role of the Fatherland Front and socio-political organizations is the key factor, contributing to building a "people's heart formation in cyberspace", creating a solid foundation for stability and development of the country in the new stage.
