The document directing the temporary suspension of district and commune-level party congresses until a new policy from the Central Government is issued must be submitted before March 4, 2025.
The Standing Committees of the Party Committees of Party agencies, People's Committees, and Military agencies of the city are also assigned to advise on related contents and report to the Standing Committee of the City Party Committee before March 7, 2025.
The Standing Committee of the City Party Committee requested the Propaganda and Mass Mobilization Committee, the Party Committee of the Public Security, the Military, and the Border Guard to strengthen ideological work, create consensus among cadres, party members, and people; proactively handle false information about the policy of restructuring the apparatus.
District Party Committees, District Party Committees, and Party Committees directly under the City Party Committee, especially the heads, are responsible for directing the dissemination and maintenance of ideology among cadres, party members, civil servants, public employees, and workers; complying with discipline, order, strengthening state management, and promoting socio-economic development. Units must report every five days a week to the Standing Committee of the City Party Committee and the members of the Standing Committee of the City Party Committee in charge.

The members of the Standing Committee of the City Party Committee proactively monitor and direct the area in charge, promptly handle arising issues and report before 5:00 p.m. every Thursday.
The Organizing Committee of the City Party Committee also issued an official dispatch requesting the dissemination of Conclusion 127 to cadres, civil servants, public employees, and party members; temporarily suspending the organization of congresses at the ward, commune, district, and county levels until a new directive is issued.
Previously, Da Nang expected to complete the grassroots congress before March 31, 2025, the ward and commune congress before June 15, 2025, the district congress before July 31, 2025 and the 23rd City Party Congress in September 2025.
