Investor's proposals are not suitable
According to the Hanoi People's Committee, the Kim Van - Kim Lu urban area project is on the list of projects determining land use fees that are not in accordance with regulations according to Conclusion 1203/KL-TTCP dated May 16, 2017 of the Government Inspectorate (Construction Joint Stock Company No. 2 must pay an additional VND 6.3 billion).
The City People's Committee also issued documents No. 1517/UBND-DT dated May 20, 2021, No. 596/UBND-DT dated March 1, 2021, requesting not to review investment policies, adjusting investment policies for enterprises according to the list in the conclusion of the Government Inspectorate.
The city also directed departments and branches to review the conclusions of the Government Inspectorate to remove difficulties for businesses.
"The city assigned the Department of Finance to synthesize a report on this issue. Currently, the Department of Finance and other units are implementing it," informed the Hanoi People's Committee.
Regarding the connection of technical infrastructure for urban areas according to the approved plan including alleys 420, 292, 282 Kim Giang Street, VINA2 Construction Investment Joint Stock Company proposed to adjust the scale of the road cross-section and upgrade on the basis of the quality of the existing road surface.
However, according to the Hanoi People's Committee, in document No. 6504/QHKT-KHTH dated December 22, 2023, the Department of Planning and Architecture affirmed that the company's proposal was not in accordance with the approved planning, did not ensure the connectivity of the route with the area, did not ensure the landscape, did not meet the fire prevention and fighting needs of the area.


What does the Hanoi Department of Architectural Planning say?
Regarding the problem of the investor asking to adjust the connecting road but the Hanoi Department of Planning and Architecture did not agree, the reporter of Lao Dong Newspaper worked with the Hanoi Department of Planning and Architecture. The Department's staff said that there are no problems with the nature of planning in this area. During the implementation process, due to the failure to clear the land, the investor asked to build a narrower road. This adjustment is against regulations and cannot be implemented.

According to documents from the Hanoi Department of Planning and Architecture, on August 31, 2023, the Department received a report from Vina 2 Investment and Construction Joint Stock Company. After studying, the Department of Planning and Architecture commented: According to the plan, this route is a part of the regional route with a cross-section of B=30m; the starting point intersects with Ring Road 2.5; the end point intersects with Ring Road 3 (Nguyen Xien Street).
The proposal of Vina 2 Investment and Construction Joint Stock Company to adjust the cross-section of the road from alley 282/2 Kim Giang Street to the end of the project boundary is not in accordance with the approved plan, does not ensure the connectivity of the road with the area, does not ensure the landscape as well as does not ensure the consistency of the road according to the approved plan.
This will raise complicated questions and recommendations from people when implementing investment in the construction of the remaining sections of the road that have been identified according to the approved planning.
For routes 9 (lane 282/17), line 3 (lane 282 Kim Giang street) and line 11 (lane 420 Kim Giang street): According to the plan, the routes are determined to have internal road classes, with cross-section scale B=13.5m - 17.5m.
These routes are identified to ensure compliance with traffic calculation targets as prescribed in the standard planning, ensure connection between existing residential areas and surrounding traffic systems, ensure the arrangement of technical infrastructure systems expected to be arranged along the route and meet fire prevention and fighting needs for the area.
"The proposal of Vina 2 Investment and Construction Joint Stock Company to adjust the cross-section scale of the routes determined according to the approved plan on the basis of upgrading the quality of the existing road surface is not in accordance with the approved plan and does not ensure the landscape for the area, meeting the fire protection needs for the area", said the Department of Planning and Architecture.
Reporters from Lao Dong Newspaper have also contacted Vina 2 Investment and Construction Joint Stock Company about implementing a solution to connect Kim Van - Kim Lu urban area with Kim Giang road. Currently, the units said they are reviewing the information and responding to Lao Dong Newspaper.
