Streamlining the apparatus
On the afternoon of September 26, the Department of Science and Technology (KHCN) of Da Nang City held a ceremony to announce decisions on the organization of the apparatus and staff at affiliated public service units (PPPs). These are the first public service units in Da Nang to rearrange in accordance with the spirit, timeline and guiding principles of the Central Government in Plan 130.
At the conference, the Department of Science and Technology announced the decisions of the People's Committee of Da Nang City to establish 2 new administrative units and reorganize the three existing units, starting from October 1, 2025.
Establish the Da Nang Digital Transformation and Strategic Technology Center, on the basis of merging: Da Nang Information and Communications Technology Center; Da Nang Information Technology Infrastructure Development Center; Quang Nam Information and Communications Technology Center (after transferring the "Communication" function to the Da Nang Information and Monitoring, Smart Operation Center).
The new center carries out career activities, services on digital transformation, infrastructure and IT application, helping the Director of the Department of Science and Technology to conduct research and provide services related to digital transformation, management of assets and information infrastructure of the Concentrated IT Park, serving the goal of digital government - digital economy - digital society.
Establish the Da Nang Center for Application of Science, Technology and Standards for metering and Quality, on the basis of merging: Da Nang Center for Energy Saving and Technology Transfer Consulting; Da Nang Center for Technical Standards for metering and Quality; Quang Nam Center for Science, Technology and Innovation (after transferring the function of "biotechnology" to Da Nang Center for Biotechnology and "Information, statistics, innovation" to Da Nang Center for Support for innovative startups).
The center has the function of consulting, organizing applied research, technology transfer; providing standard services - measuring - quality, code lines, traceability to serve state management and the needs of businesses and people.
Accelerating the arrangement of public service units
Along with the establishment of the new unit, the City People's Committee reorganized the Da Nang Information and Monitoring and Smart Operation Center; reorganized the Da Nang Biotechnology Center; reorganized the Da Nang Startup and Innovation Support Center.
At the same time, dissolve the Center for Natural Disaster Prevention and Control under the Department of Water Resources and Irrigation Management from September 25, 2025, assigning the Department of Agriculture and Environment to direct the handling of organizations, personnel, finance, assets, etc. according to regulations.
Also at the announcement ceremony, the Department of Science and Technology presented decisions on personnel work, receiving civil servants and employees to new units; announced the decision to establish a Party cell and appointed a subordinate Party Committee, ensuring a synchronous political system in the administrative unit.
Speaking to Lao Dong Newspaper, the leader of the Da Nang Department of Home Affairs said that the city has so far submitted a draft plan to reorganize administrative units, waiting for the Central Government to approve and guide them for widespread implementation.
The viewpoint is to streamline focal points, clear functions - tasks, and not interrupt public services. As soon as there are instructions, Da Nang will synchronously implement the following steps: adjust functions and tasks after the merger; reorganize within departments and branches; ensure smooth public services. The plans for the education, health sector and state-owned enterprises will be implemented in accordance with the roadmap and authority.
