On September 26, the Government Office announced that the Government had just issued Resolution No. 297/NQ-CP on implementing Resolution No. 220/2025/QH15 dated June 27, 2025 of the National Assembly on the investment policy for the investment project to build Ho Chi Minh City Ring Road 4.
The Resolution assigns specific tasks to a number of ministries and branches for implementation.
In particular, the Ministry of Finance guides and resolves according to its authority or advises competent authorities to remove difficulties and obstacles (if any) related to the selection of contractors and investors to implement the project and issues related to the specialized field under its management.
Based on the central budget balance, the Ministry of Finance shall preside over and coordinate to submit to competent authorities for consideration and decision on the arrangement of a medium-term public investment plan, with annual additional central budget capital targeted for local budgets to implement the project in accordance with the provisions of the law on the state budget, public investment and relevant laws.
The Ministry of Finance shall preside over and coordinate with relevant agencies to synthesize and submit to competent authorities for consideration and decision on the use of central budget reserve capital, increased revenue and expenditure savings from the central budget, and common central budget reserves to pay the reduced revenue (if any) to enterprises and investors implementing component projects under the public-private partnership method of the project.
The Ministry of Agriculture and Environment shall preside over and coordinate with relevant ministries, branches and localities to issue documents guiding localities and construction contractors on the implementation of specific mechanisms for exploitation of minerals for common construction materials.
The Ministry of Construction guides and resolves according to its authority or advises the Government and the Prime Minister to remove difficulties and obstacles related to project management, cost management, construction norms, construction materials, construction quality management, construction contracts and issues related to the specialized field under its management.
Guiding localities to announce prices of common construction materials in accordance with legal regulations; guiding the determination of prices of exploited materials at mines according to the mechanism in Resolution No. 220/2025/QH15.
At the same time, coordinate with the People's Committee of Ho Chi Minh City and the provinces of Dong Nai and Tay Ninh in preparing investment in component projects, synthesizing and reporting to competent authorities on the project implementation status according to regulations.
The Ministry of National Defense directs Military Region 7 to support the People's Committees of Ho Chi Minh City, Tay Ninh and Dong Nai provinces to resolve issues related to national defense according to the Ministry of National Defense's opinions; directs units to urgently carry out the work of clearing bombs, mines and explosives to ensure the progress of site handover of the Project.
The Ministry of Public Security directs its affiliated units to support the People's Committees of Ho Chi Minh City and the People's Committees of Tay Ninh and Dong Nai provinces in site clearance, ensuring security and order; carry out design approval and acceptance of fire prevention and fighting for works and construction items.
The total length of the entire Ho Chi Minh City Ring Road 4 is about 207.26 km. The total preliminary investment of the project is about 120,413 billion VND.
Regarding the implementation progress, investment preparation, and project implementation from 2025; completing the project and putting it into operation and exploitation in 2029.
