On September 26, the People's Committee of Quang Tri province held a meeting to assess the causes and discuss solutions to overcome the particularly serious traffic accident that occurred at Km74 National Highway 9, Tan Long Market intersection (Lao Bao commune).
According to a report from Quang Tri Provincial Police, the truck with license plate 37C-587.xx driven by driver Tran Minh Hoang (52 years old, residing in Ho Chi Minh City) lost its brakes when going downhill and crashing into the market on the morning of September 17, killing 3 people and injuring 9 others, including Vietnamese and Lao citizens.
The driver stated that he had previously discovered a broken brake while traveling on the La Son - Tuy Loan Expressway.
Instead of taking the car for repair, the driver drove the car into a gas station in Da Nang, " put out the fire" by using foam water on the tire and brake and continuing the journey. When arriving at Tan Long market, the vehicle lost its brakes and crashed straight into a crowded area.
Quang Tri Provincial Police said that in addition to technical factors, the situation of spontaneous market meetings and encroachment on the road in Tan Long area has not been thoroughly handled for many years, causing serious consequences.
At the meeting, Vice Chairman of the People's Committee of Quang Tri province Phan Phong Phu requested departments, branches and localities to increase patrols to control and thoroughly handle the situation of encroachment on traffic safety corridors, and at the same time survey and propose handling of "black spots" of accidents. Relevant units must clearly define the responsibility of relevant collectives and individuals.
Previously, on September 22, the People's Committee of Lao Bao commune relocated traders, especially banana sellers, to a temporary gathering point in Bich La Dong village to ensure safety. Currently, the banana market in Tan Long market is no longer operating.
