On April 12, the National Assembly discussed the draft revised Capital Law. Delegate Nguyen Van Canh (Gia Lai) raised opinions related to the use of parking lots and reducing traffic congestion.
The delegate emphasized the solution of building underground parking lots and high-rise parking lots, contributing to improving the static traffic ratio, solving people's parking needs, and at the same time making an important contribution to urban embellishment.
According to the delegate, although the draft law has regulations to attract organizations and individuals to invest in building underground parking lots and multi-story parking lots when allowing incentives to use up to 25% of the total floor area of the project according to the plan to invest in and exploit support services for parking and keeping activities; it is not strong enough.
From there, the delegate proposed to supplement regulations in the direction of being allowed to use up to 25% of the total floor area of the project according to the plan to invest in and exploit commercial services and support services for parking and keeping activities.
The delegate also proposed to study and supplement to the draft law the content that in areas without underground parking lots, high-rise parking lots that still have a large parking demand, partial parking is allowed on the sidewalk with conditions such as: Not affecting underground technical infrastructure, existing green trees; not damaging the sidewalk surface; ensuring walkways; not affecting the legitimate rights of other organizations and individuals.
This will help organize parking more effectively and neatly, maintain urban aesthetics and ensure that everyone has equal parking opportunities, whether it is a free parking area or a paid area," the delegate said.
Delegate Do Duc Hong Ha (Hanoi City) said that although there is a resolution of the National Assembly on piloting a number of specific mechanisms and policies to implement large and important projects for the Capital, implementation still has obstacles. Especially the regulation on completing project dossiers within 6 months after commencement.
Believing that this deadline will not be feasible for large projects, the delegate proposed to study and supplement regulations on the authority to decide on the completion time of dossiers. In which, the City People's Council decides for each project to suit the scale, nature, and practical conditions to prepare procedures, ensuring thoroughness and feasibility.

Expressing support for policy groups for Hanoi, especially the decentralization and delegation of power, delegate Ta Van Ha (Da Nang) said that Hanoi is the national political - administrative center, the heart of the whole country, so "the heart is healthy - the body is strong".
This is the leading force, the important driving force, the place to discover and test new mechanisms and policies.
With the requirement for rapid and sustainable growth, delegates expressed support for the policy groups in the draft, especially the regulations on strong decentralization and delegation of power. In which there are many new powers, including the development and promulgation of legal documents and piloting specific mechanisms and policies, especially 85 completely new powers.
However, along with decentralization and delegation of power, delegates believe that it is necessary to strictly control power. Accordingly, Hanoi needs to fully assess the implementation capacity of the apparatus, establish effective inspection and supervision mechanisms, as well as clarify the mechanism for evaluating and summarizing pilot projects, ensuring that new policies are implemented with control.
