On the afternoon of September 22, the Propaganda and Mass Mobilization Committee of the Hai Phong City Party Committee held a press conference to inform about the 1st Hai Phong City Party Congress, term 2025 - 2030.
The press conference was chaired by Mr. Nguyen Quang Phuc - Head of the Propaganda and Mass Mobilization Department of Hai Phong City Party Committee, representatives of the Inspection Committee, the Organizing Committee of the City Party Committee, relevant departments and press agencies in the area.
Accordingly, the Congress will take place over 2 days, September 26 - 27, at the City Convention and Exhibition Center with 3 working sessions. The official delegates are 446 people representing 243,544 party members, belonging to 118 party committees under the City Party Committee.
The guest delegates are expected to invite about 260 delegates including leaders, former leaders of the Party and State, leaders of central departments, ministries, branches, and organizations, leaders of provinces and centrally run cities; and leaders and former leaders of Hai Phong City, Hai Duong Province, leaders of departments, branches, unions, and affiliated Party committees; central and local press agencies.
According to the Head of the Propaganda and Mass Mobilization Committee of the Hai Phong City Party Committee, this is the first Congress after the merger of Hai Phong City and Hai Duong Province. The new Hai Phong City has a population of over 4.6 million people, ranking 4th in the country, the economic scale ranking 3rd in the country, and is facing many opportunities and fortunes to make a strong breakthrough in the coming period.
The Congress documents were carefully prepared, discussed and commented on by the Standing Committee, the Standing Committee and the City Party Executive Committee many times. The City Party Committee also proactively drafted an Action Program to implement the Resolution for the Congress to discuss and the Party Executive Committee of the new term to absorb and complete the promulgation immediately after the end of the Congress so that the Resolution can soon be put into practice.
The largest number of registered presentations ever with a total of 156 sent and included in the Congress's anniversary, of which 17 presentations are expected to be presented at the Congress. The presentations all focused on key tasks and solutions to achieve the goals and targets for the development of the city in 5 years 2025 - 2030, including many presentations that were considered to be of very good quality, providing many very specific solutions to implement 5 strategic breakthroughs, building a Project to build Socialism and connect with socialist people, building a drug-free city...
According to Mr. Nguyen Quang Phuc, this is also the first provincial and municipal digital congress in the country: a pioneer city in implementing Resolution 57-NQ/TW of the Politburo, conducting comprehensive digital transformation, applying digital technology in the process of preparing and organizing the Congress, ensuring information security and safety (building automatic identification software using AI technology, Congress documents and working session documents posted on the Digital Congress Application...).
According to the political report submitted to the Congress, in the 2020 - 2025 term: The economy maintains a high growth rate, Hai Phong City (old) has basically completed industrialization and modernization according to the goals set by the Congress Resolution. Hai Phong's average GRDP growth rate reached 11.39%, maintaining a double-digit growth rate for 10 consecutive years, 1.8 times higher than the national average growth rate. Total state budget revenue in the area has grown for 4 consecutive years exceeding the 100,000 billion VND mark. Hai Duong's GRDP growth rate reached 9.8%, exceeding the set target.
