According to Resolution No. 122/NQ-CP on the regular Government meeting in April 2026, the Government requests to organize a preliminary review and assessment of 1 year of implementing the 2-level local government model; and at the same time urgently complete the arrangement of villages, residential groups (TTDP), hamlets and public non-business units according to the direction and guidance of the Central Government.
In the context that many localities are reviewing, arranging, and reorganizing TTDP in the direction of streamlining focal points, the issue of the name TTDP has received the attention of many readers of Lao Dong Newspaper.

According to him, the current time is appropriate and urgent to organize and rearrange TTDP nationwide, especially when summarizing and evaluating 1 year of implementing the 2-level local government model.
He said that some localities have pointed out limitations such as excessive pressure on management at the grassroots level, lacking staff and incomplete capacity.
Therefore, innovating the operation and organization of self-management institutions such as TTDP will better promote the role of a bridge between the government and the people; reducing pressure on commune and ward-level authorities" - Mr. Nhut assessed.

According to this expert, this is also the basis for proposing issues on decentralization mechanisms, delegation of power and personnel organization to improve the operation of the 2-level local government model in the next phase.
Regarding the arrangement process, M.A. Nguyen Minh Nhut believes that the arrangement of TTDP should not be "administrativeized" based only on the scale of households.
According to him, it is necessary to consider the specific factors of each locality such as large area, scattered population, apartment buildings, ethnic minority areas, parish areas as well as customs and habits of the people.
He also said that the arrangement and reorganization of TTDP will certainly be consulted with voters representing households. "Naming TTDP after arrangement needs to be traditional and familiar so that people can easily remember" - Mr. Nhut said.
In addition, this expert expects the VNeID application to be able to quickly and fully update addresses according to new residential centers, communes, and wards so that people can conveniently look up and limit disruptions in management work.
Previously, at the regular press conference in the first quarter of 2026, Deputy Director of the Local Government Department (Ministry of Home Affairs) Nguyen Thi Tu Thanh said that the general orientation is to arrange TTDP in the direction of streamlining focal points, reducing the number but still ensuring compliance with the scale, reality and characteristics of each region. The draft Decree on the organization and operation of TTDP and the regime for non-specialized personnel are also being developed in the direction of inheriting the current regulations that are still appropriate.
