Singapore is one of the first ASEAN countries where Vietnam established a Strategic Partnership (September 2013). After raising the relationship to a Comprehensive Strategic Partnership in 2025, Vietnam-Singapore relations are increasingly deepening, promoting efficiency in all fields.
From 1996 to now, Singapore has always been one of Vietnam's largest partners. In which, scientific, technological and innovation cooperation is opening up new areas of cooperation, suitable to the strengths and development needs of the two countries.
Singapore is one of the leading centers of technology, innovation and finance in Asia with strengths in research and development (R&D), technology management, finance, innovation and startup ecosystems.
Vietnam's strength in this field lies in its young human resources, large market size, rapid digital transformation and increasing demand for technology application. Vietnam is focusing on perfecting institutions, developing high-quality human resources, promoting the innovation ecosystem, creating conditions for businesses to participate more deeply in the digital transformation and technology development process, and at the same time attaching importance to expanding international cooperation in science, technology, innovation and human resource development.
In particular, in industrial parks, including the Vietnam - Singapore Industrial Parks (VSIP) system, the need to apply technology in smart manufacturing, smart logistics, supply chain management, clean energy and digital transformation is opening up great cooperation space between businesses of the two countries.
In the context of technology playing an increasingly important role in national competitiveness, Vietnam-Singapore cooperation in science, technology and innovation not only opens up new economic opportunities, but also contributes to improving the adaptability of the two countries to rapid technological changes.
At the Vietnam - Singapore Technology Connection Forum in May, General Secretary and President To Lam said that in the current era, technological self-reliance is not synonymous with closing, but needs to be built on an open cooperation platform, connecting knowledge and jointly developing technological capacity.
Accordingly, what Vietnam - Singapore are aiming for is not only to receive technology, but to jointly develop technological capacity; not only short-term cooperation, but also to jointly create new values capable of deeply participating in the regional and global value chain; gradually forming a Vietnam - Singapore technology cooperation space, where knowledge, data, technology and high-quality human resources are effectively connected to create technology products and solutions of regional and international value.
To realize this orientation, General Secretary and President To Lam emphasized that Vietnam-Singapore cooperation needs to strongly shift from exchanging ideas to implementing specific projects, with the participation of businesses, universities, research institutes and technology partners of the two countries. In which, the two sides need to promote cooperation in strategic fields such as artificial intelligence, semiconductors, digital technology, smart logistics, clean energy, network security and innovation.
At the same time, the two sides need to promote connections between businesses and research institutes and universities; form linked R&D centers, joint laboratories, high-quality technology human resource exchange programs and cross-border innovation support mechanisms into specific technology projects at the implementation level.
With the increasingly developed foundation of bilateral relations and mutually supportive advantages, cooperation in science, technology and innovation is expected to become an important driving force, opening up new directions and making practical contributions to the Vietnam - Singapore Comprehensive Strategic Partnership in the coming period.
