On April 9, the Ministry of National Defense organized a conference on science and technology (S&T) development, innovation (I innovation), digital transformation (CDS), implementation of Project 06 and administrative reform (CCHC); science and technology (S&T), military technology in the first quarter of 2026.
Senior Lieutenant General Nguyen Van Hien - Member of the Party Central Committee, Deputy Minister of National Defense, Standing Deputy Head of the Steering Committee of the Ministry of National Defense on S&T, Innovation, DS development, implementation of Project 06 and CCHC (Steering Committee 1128) chaired the conference.
According to the report, in the first quarter of 2026, S&T, Innovation, DS, implementation of Project 06 and administrative reform, along with S&T and military technology work in the Ministry of National Defense, were given drastic and synchronous leadership and direction by the Central Military Commission and the Ministry of National Defense.
Along with that, key national and Ministry of National Defense-level S&T programs, projects, and schemes; weapons and technical equipment products of strategic significance; research tasks for basic technology and core technology are deployed methodically, centrally, and accelerate progress.
Digital infrastructure is invested synchronously, developed widely, ensuring modernity and smoothness; digital platforms and digital data associated with solutions to ensure information security and network security are effectively implemented. Administrative reform work is increasingly going into depth, substance, and efficiency.
Concluding the conference, based on the opinions of the delegates, Senior Lieutenant General Nguyen Van Hien requested agencies and units, according to their functions, tasks and areas of responsibility, to proactively and drastically lead and direct the deployment of S&T, Innovation, DS work, implement Project 06 and CCHC; S&T, military technology work.
The Military Science Department (Ministry of National Defense) quickly completes the amendment, supplementation, new construction, and completion of the system of legal normative documents in the Ministry of National Defense, ensuring compliance with the Law on Science and Technology, the Law on State Budget and new legal normative documents of the State.
At the same time, preside over and coordinate with agencies and units to accelerate the progress of consulting, reviewing, and appraising research and development tasks for strategically significant weapons and technical equipment products.
Command 86 needs to soon complete the Project on developing national platforms and products to ensure network safety and security for military purposes; complete the DS Project in the Ministry of National Defense in the period 2026 - 2030; develop a plan and organize training for the team of specialized information technology and DS officers in the Ministry of National Defense.
Preside over and coordinate the development of automatic software to monitor and evaluate the administrative reform index of agencies and units under the Ministry of National Defense quarterly and annually.
The Office of the Ministry of National Defense continues to direct and urge agencies and units to comprehensively, substantively, and effectively implement administrative reform contents according to the 2026 Plan.
The Department of Finance (Ministry of National Defense) coordinates to submit for approval the policy and approval of investment projects to strengthen S&T potential.
