Increase salaries, increase allowances for teachers, towards free textbooks
Continuing the program of the 10th session of the 15th National Assembly, on the morning of October 29, the National Assembly discussed in the hall about the Assessment of the results of the implementation of the socio-economic development plan for 2025; the expected socio-economic development plan for 2026.
According to delegate Nguyen Thi Thuy - National Assembly Delegation of Thai Nguyen province, in 2025, the whole country will join hands to focus on important historic tasks and have achieved very proud achievements, including in the field of education and training.
People enjoy many important policies, such as Resolution 71 of the Politburo on breakthroughs in education and training development.
With the view that education is the top national policy, Resolution 71 has set out 8 major groups of tasks with specific goals and targets such as putting our country's education in the top 20 in the world by 2045; exempting all tuition fees for preschool to grade 12 for public educational institutions; supporting tuition fees for private and public educational institutions, etc.

In addition, there is also a policy to unify textbooks nationwide from 2026 and a roadmap for providing free books from 2030.
"This is not only financial support but an investment in the national future, affirming the strong commitment of the Party and State in building a fair society, where all children have the opportunity to develop comprehensively" - delegate Nguyen Thi Thuy said.
In particular, outstanding preferential policies for the teaching staff are also welcomed by the people.
Accordingly, teachers' salaries are determined to be the highest in the administrative career salary scale system, raising the vocational allowance to a minimum of 70%.
In particular, for teachers working in border areas, islands and ethnic minority areas, it is 100% and many other policies.
"These outstanding incentive policies not only mean encouraging teachers to confidently contribute to the profession but are also expected to be the basis to attract more and more talented people to work in the education sector" - Ms. Thuy said.

Proposal to compile textbooks that can be reused, avoiding waste
To contribute to the education sector, delegate Nguyen Thi Thuy made three recommendations.
First, Ms. Thuy recommended that the Ministry of Education and Training direct the review and completion of educational programs to overcome the past many years: The general education program is still heavy; some university training programs are theoretical and lack practicality; some vocational training programs have not really met market requirements.
The second proposal is related to the policy of providing free textbooks from 2030. According to Ms. Thuy, free textbooks must come with a sense of thrift.
"The Ministry of Education and Training needs to thoroughly grasp this spirit of thrift right from the stage of making books, compiling textbooks to the stage where students use books in the future. It is necessary to research to build a set of textbooks that can be reused for many years instead of having to buy new ones every year as at present to avoid waste" - delegate Nguyen Thi Thuy said.
Finally, National Assembly delegates recommended that the Government in the 2026-2030 period prioritize and allocate appropriate resources for the construction and renovation of schools, facilities and standard teaching equipment;
Continue to review and improve support policies for students in this area to suit the current practical situation. It is necessary to continue studying specific and feasible policies in recruitment, rotation, mobilization and treatment to overcome the shortage of teachers in disadvantaged areas, especially specialized teachers.
