This morning, October 22, the 15th National Assembly will consider and comment on the Draft amending and supplementing the Law on Education, the Law on Higher Education and the Law on Vocational Education.
The Minister of Education and Training, authorized by the Prime Minister, presented the Proposal for the draft Law amending and supplementing a number of articles of the Law on Education. After that, the Chairman of the National Assembly's Committee on Culture and Society presented the Inspection Report on this draft law.

On the same afternoon, the National Assembly discussed in groups the draft Law amending and supplementing a number of articles of the Law on Education.
The draft Law was drafted to fully and promptly institutionalize the Party's guidelines and policies; concretize resolutions, conclusions and directives related to education development in the new context; overcome the shortcomings and bottlenecks of the current Education Law; continue to perfect the legal corridor for building an open, practical, professional Vietnamese education, good teaching, good learning, and good management.
The amendments and supplements focus on decentralization of authority; adding vocational secondary schools to the national education system; clarifying the concept of diplomas and certificates in the national education system; removing the regulation on granting junior high school graduation certificates, replacing them with the principal confirming the completion of the study program.
In addition, the Draft also clarifies regulations on certificates in the national education system. For some specialized and specific training majors, the draft Law allows the regulation of equivalent qualifications, ensuring compliance with practical requirements and specific characteristics of specialized management; amending Article 32 in the direction of stipulating that the State provides a set of textbooks for unified use nationwide.
At the same time, the Government stipulates the exemption of textbooks for students; implements appropriate socialization solutions for textbooks, ensuring sustainability and meeting the requirements of improving the quality of education, ensuring compliance with the policies of the Party and State.
