On March 5, the Ministry of National Defense and the Hanoi People's Committee held a conference to evaluate the results of implementing a number of key military and defense tasks associated with socio-economic development in Hanoi in 2024, and deploy tasks for 2025.
The conference agreed to assess that the progress of military and defense tasks associated with socio-economic development in Hanoi in recent times has been actively implemented by the Ministry of National Defense in coordination with the Hanoi People's Committee.
However, up to now, there are still some problems and difficulties that need to be closely coordinated by relevant parties and actively resolved.
For example, regarding the handover of a 20-hectare land plot to build a Military Sports Center, on December 8, 2024, the Hanoi People's Committee issued a decision to hand over 8.88 hectares of land (phase 1) to the Military Training Department (now the Military Training Department - School), the General Staff to implement the project.
However, the cost of site clearance to reclaim more than 11 hectares of land (about 171.3 billion VND) is not included in the city's medium-term public investment plan; Hanoi City has not yet assigned the People's Committee of Nam Tu Liem District to clear the land to reclaim this area and hand it over to the Ministry of National Defense.
For the project of the headquarters of the Vietnam Coast Guard Command (Tay Mo Ward, Nam Tu Liem District), in 2017, the People's Committee of Nam Tu Liem District handed over to the Coast Guard Command 5.441 hectares to build a headquarters and put them into use; there are still nearly 2,000 hectares of land of 25 organizations and households that have not been cleared to hand over to the unit.
For the project to expand the National Funeral Home No. 5 Tran Thanh Tong (Hanoi) that has approved local planning adjustments, 108 Central Military Hospital has completed the detailed planning documents to adjust the general plan and submitted it to the Ministry of National Defense for approval.
However, during the implementation of land acquisition, site clearance, and resettlement according to the plan, some groups subject to relocation and land acquisition have not agreed with the compensation and support plan of the locality.
According to the report, there are still 108 military family areas in Hanoi that have not been handed over to local management.
The General Department of Logistics and Engineering has issued documents to implement the management and handover of military family areas to localities, including units in Hanoi.
The Ministry of National Defense requests the Hanoi People's Committee to direct competent authorities under its authority to receive family areas according to the law on land and other relevant laws.
Regarding the arrangement of land funds for social housing construction for the military, the Ministry of National Defense has issued a document requesting the Hanoi People's Committee to arrange land funds to implement housing policies for military officers.
Hanoi City has also assigned the Department of Planning and Architecture to preside over and coordinate with relevant departments, branches and localities to advise the City People's Committee on the proposal of the Ministry of National Defense.
